25 days of "accelerating" to eliminate temporary and dilapidated houses

June 30 is the milestone for completing the entire Program to Eliminate Temporary and Dilapidated Houses (XNTNDN) in Dong Nai province by 2025. Thus, in the next 25 days, the province must complete the construction of 245 solid houses for people to live in.

To achieve this goal, the Steering Committees for the Construction of Solid Houses at all levels are making efforts to remove obstacles in legal procedures in the construction and repair of solid houses for people, speed up progress while ensuring quality, and mobilize people from all walks of life to join the movement...

Who can help?

Since the implementation of the National Assembly Building Program, the National Assembly Building Steering Committees of districts and cities have approved, implemented and supported the first phase of 270 houses, reaching 106% of the demand approved by the Provincial People's Committee. In addition, localities have proactively mobilized social capital to build and repair 103 houses beyond the target approved by the Provincial People's Committee. To date, 226 houses have been handed over for people to live in.

During the implementation of the program, the Steering Committee for Housing for the Poor at all levels called on agencies, businesses, philanthropists and the whole society to join hands in taking care of housing for the poor with the motto: whoever has something helps, whoever has little contributes little, whoever has much contributes much, whoever has wealth helps wealth, whoever has merit helps merit.

Responding to this call, people from all walks of life have actively contributed human and financial resources. Specifically, the total available budget to support the XNTNDN in 2025 to date is 83.4 billion VND. Of this, the budget source (saving 5% of regular expenditure in 2024) is 1.29 billion VND to support housing for poor and near-poor households, ensuring the regulations under Decision No. 55/QD-BXD dated January 20, 2025 of the Ministry of Construction . The remaining amount comes from contributions from people from all walks of life through the mobilization of the People's Committees and Vietnam Fatherland Front Committees at all levels in the province.

In particular, during the implementation of the National Rehabilitation Program, all completed houses have a higher value than the initial support level. Of which, the province has supported 24 houses for people with revolutionary contributions and martyrs' relatives. 100% of the implementation costs are contributed by the people through the Gratitude Fund. Currently, for families with revolutionary contributions and martyrs' relatives, the support cost for house construction is 120 million VND. However, the completed houses are all worth 150 million VND or more, thanks to resources contributed by the families and additional support from the community.

Poor households, near-poor households, and people in difficult circumstances are supported to build houses with 80 million VND, but each house after completion is worth 100 million VND or more.

Thong Nhat District Party Secretary Cao Tien Sy said that the 9 houses that the district has handed over to residents were built from local funds mobilized to avoid using the budget and limit the use of funds allocated from the Provincial Fund for the Poor. The completed houses, some worth nearly 200 million VND, have contributed to improving the quality of the houses.

Ms. Nguyen Thi He (residing in Phu Ly commune, Vinh Cuu district) said that initially, the State supported her with 80 million VND to build a 50m2 house on the old house's foundation. However, the construction value after completion was 110 million VND. The difference of 30 million VND was due to the local government mobilizing the community and partly from additional contributions from the family.

According to Chairman of the Provincial Vietnam Fatherland Front Committee CAO VAN QUANG, in the process of implementing the National Target Program, relevant agencies and units must ensure that houses are built and repaired for the right subjects, according to standards and quality. The Vietnam Fatherland Front Committee and socio -political organizations must strengthen supervision of the implementation process at the grassroots level to promptly detect and correct errors, avoid formalities and omissions.

Speed ​​up construction and repair of houses for people

Before June 30, Dong Nai province must complete the construction and repair of 191 additional houses in the second phase and cases still stuck with land legal procedures (a total of 245 houses). On average, 9-10 houses must be handed over each day for people to move in.

The common point is that most of the houses in Dong Nai that need to be completed during this time are facing difficulties in terms of residential land, such as: houses on agricultural land, State-planned land, hand-written land, land with shared certificates that have not been transferred to the owner's name...

Chairman of Trang Bom District People's Committee Le Ngoc Tien said that after checking, most households that did not have problems with land procedures were supported to build solid houses. The district is classifying to have specific solutions for each case of land problems to help people soon have solid houses.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Provincial Steering Committee for Housing Construction Vo Tan Duc said that to ensure the province's goals, heads of the Steering Committees for Housing Construction at all levels must speed up the commencement and completion of approved housing construction cases. Focus on reviewing data, implementing housing support for beneficiaries in accordance with regulations, avoiding errors, losses, waste, corruption, and negativity. Step up propaganda and mobilization work so that the movement can spread widely throughout society. Housing construction funding support must be public, transparent, targeted to the right beneficiaries, and for the right purposes. Continue to carefully review the entire area with the requirement of "3 no's": no wrong beneficiaries, no missed beneficiaries, no complaints during and after the implementation process.
