In that spirit, I would like to present three ideas for reference that I had the opportunity to visit and study abroad while working at the Department of Education and Training of Ho Chi Minh City.
Establishment of education board
Each commune and ward has an education council based on the voluntary spirit of citizens who want to contribute to the education of local students such as intellectuals, dignitaries, businessmen, soldiers, retired police officers, religious dignitaries... The council is called upon and established by the government, supporting the organizational structure, legality, and office. All operating expenses are mobilized by the council.
The functions of the education council include supporting the school and the principal in carrying out educational activities. Principals of kindergartens, primary schools, and secondary schools, when appointed by the Department, must study the economic characteristics, lifestyle, customs, and traditions of the residential area; the current status of the pedagogical council and facilities.
The principal makes a plan on school management tasks combined with educational tasks guided by the Department of Education and Training. The plan must specify the capabilities and indicators to be achieved. The principal discusses with the education council to get comments. These comments are extremely valuable because they are knowledge, including knowledge about education of advanced education systems, and the learning and working experiences of the council members.
The Education Council mobilizes the establishment of a fund to support schools in terms of facilities, equipment purchases, repairs, support for sick and disadvantaged teachers, help students from families with preferential policies, poor families, students with excellent achievements in participating in national exams; support social activities, sports, arts...
The Education Council mobilizes funds within and outside the community, including internationally (if possible), diverse but with a strong educational color. All for a rising generation of the country.
Establish an independent examination board
The independent examination council established under the City People's Committee operates independently from the Department of Education and Training. The examination council, based on the goals and educational program plans issued by the Ministry and guided by the Department, will evaluate the learning quality of students but will not affect the testing, semester exams, and student rankings in schools.
This is only to help the City People's Committee and the ward and commune education councils grasp the current status of the school's education quality in order to adjust, reward, and recommend...
Establishment of semi-public schools and facilities
The organization and merger will create a surplus of many facilities that were previously built large and spacious. It is proposed to establish semi-public schools at all levels depending on the learning needs of the locality.
The Department of Education and Training appoints the principal. The locality hands over the facilities to education, the principal receives them (still public property) and plans, organizes teaching, recruits teachers and other positions.
Education administrators, retired teachers who are still healthy and wish to teach, and public school teachers who have completed their teaching obligations are invited to teach. All are signed contracts according to the instructions of the Department of Education and Training and the Department of Finance.
Tuition, equipment, and school activities are paid by parents. This reduces the burden on parents by half. This creates more opportunities for retired teachers, many of whom are talented and prestigious, trusted by students and parents, to continue teaching.
Comprehensive education for students
The surplus headquarters after arrangement and consolidation can be used as libraries, facilities for teaching arts such as music, painting, physical education and sports; organizing exhibitions, performing arts, competitions in table tennis, basketball, volleyball, badminton, athletics, pole vaulting, football... contributing to comprehensive education for the new generation in terms of physical fitness and height, while also finding and developing innate talents in students, introducing them to training centers to become national and international athletes.
