This is the first pilot phase, with officials, civil servants, and public employees going on reinforcement for 2 months (until November 3, 2025).
Based on the implementation results and practical situation, the Ministry of Home Affairs will calculate the implementation of the next phases.
Carefully prepare in terms of expertise and working style
Cadres, civil servants and public employees were reinforced to 33 provinces and cities (except Hanoi ), Ho Chi Minh City was reinforced with 2 civil servants.
These are all department and bureau level leaders or holding the positions of chief specialist, senior specialist, chief researcher, exemplary in political qualities, moral qualities, solid professional capacity, sense of responsibility and enthusiasm.
All have been thoroughly prepared in terms of expertise and working style with the mindset of supporting the locality better. Each cadre is responsible for grasping the practical situation of the operation of the two-level local government, the implementation of state management tasks in the field of internal affairs at the commune level, guiding, supporting and promptly resolving arising and urgent issues at the commune level; contributing to ensuring that the local government at the commune level operates smoothly and effectively, meeting the requirements of state management and serving the people.
Each officer will make a weekly work schedule (including a plan to visit commune-level administrative units in the area) and send periodic reports on work results to the Ministry.
The Ministry also established a group to support cadres in professional work. Thereby, contributing to the effective implementation of the tasks assigned by the Politburo, the Secretariat, the Government and the Prime Minister; closely following and grasping the practical developments at the commune level to promptly detect, propose solutions, guide the handling and report to competent authorities to resolve difficulties, obstacles and urgent issues within the scope of the functions and tasks of state management of the Ministry of Home Affairs.
At the same time, promote the two-way information exchange mechanism between the Ministry of Home Affairs and localities; contribute to improving the management and operation capacity of commune-level authorities and create conditions for civil servants and public employees of the Ministry to promote their pioneering role, exemplary responsibility, and dedication for the common good.
Local support to handle the most pressing issues
Arranged to reinforce Hai Phong city, Deputy Director of the Department of Youth Affairs and Gender Equality Luong Thi Hai Anh said that she has prepared to grasp general information about the operation of the two-level government in the locality.
During the first week, she plans to spend time working with the Department of Home Affairs and participating in meetings and local working groups, going to communes in the city to conduct field surveys, grasp the situation, and discover difficulties and problems of the locality in the process of operating the two-level local government and performing state management tasks in the field of home affairs at the commune level.
Ms. Luong Thi Hai Anh also said that through research, the difficulties and problems of the locality spread across many areas of the Home Affairs sector, so she herself had to proactively study the regulations and instructions of the Ministry of Home Affairs, the Government's Steering Committee on the arrangement of administrative units at all levels and the organization of two-level local governments and of the Government related to the operation of two-level local governments.
From there, it is possible to exchange and guide the unified application of legal regulations in the process of organizing the implementation of tasks and powers at the commune level, so that the government apparatus can operate smoothly.
Another very important task, according to Ms. Hai Anh, is to advise and propose to the Department of Home Affairs and the Working Group of the Ministry of Home Affairs solutions to improve mechanisms, policies, and procedures, contributing to improving the capacity and operational efficiency of two-level local governments and state management activities in the field of home affairs at the commune level.
With 2 months of "eating, living and working together" with the grassroots, Deputy Director of the Department of Youth Affairs and Gender Equality Luong Thi Hai Anh hopes to learn, practice and accumulate a lot of practical experience to improve personal capacity, after the working trip can propose solutions to improve the quality of consulting, building institutions and policies of the Ministry of Home Affairs.
According to Deputy Director of the State Records and Archives Department Nguyen Thanh Binh, because his time in Dong Nai province is not much, he will focus on supporting the locality in handling some of the most prominent issues.
Through initial research, he found that the biggest problem and difficulty of localities is handling administrative procedures for people at the commune level. The procedural process has not been implemented smoothly, especially the procedures that are decentralized and delegated to the commune level to handle in an inter-sectoral and inter-ministerial manner. The information technology infrastructure system is still limited, the connection is not stable, affecting operational efficiency.
From the perspective of the leader of the State Records and Archives Department, Mr. Nguyen Thanh Binh said that digitizing documents, records and papers for people is also an issue that needs attention.
Localities are currently using youth volunteers, commune and ward officials and civil servants to support people in implementing the work. However, the workload is very large, while the number of commune and ward officials and civil servants is limited, they cannot handle it all, so there needs to be a center to stand up or socialize this work. Solving it scientifically will reduce congestion in administrative procedures.
Regarding the work of cadres, believing that there is still a shortage of communal civil servants, the quality and skills of this team have not yet fully met the requirements of the task, the Deputy Director of the State Records and Archives Department stated that the arrangement of cadres should be reviewed and training for this team should be increased.
Expressing his enthusiasm and willingness to work closely with the locality, Mr. Binh shared that he would support any problems that could be resolved. For problems beyond his ability and authority, he would report to the Ministry for synthesis and reporting to the competent authority for handling.
Previously, on August 29, during a meeting to assign tasks to cadres, civil servants and public employees before being sent to their localities, Minister of Home Affairs Pham Thi Thanh Tra requested that the cadres, especially leaders and managers, consider this a particularly important political task, demonstrating responsibility, setting an example, and a sense of serving the people. Each person must uphold the spirit of responsibility, be dedicated, truly devoted, always listen, be receptive, be dynamic, creative, flexible, and proactively coordinate with local leaders and functional units.
The Minister especially reminded cadres, civil servants and public employees to strengthen their discipline in speaking, protect state secrets, comply with the code of conduct and public ethics, and maintain the prestige and image of the Ministry of Home Affairs, absolutely not allowing acts of harassment, causing difficulties and troubles to organizations and individuals; and not taking advantage of duties for personal gain.
During the meeting to discuss and provide guidance on expertise, skills, and working methods with localities, Deputy Minister of Home Affairs Truong Hai Long requested officials and localities to resolve difficulties and obstacles in operating the two-level government, and work related to people and businesses that need to be handled immediately.
Each officer will work with the locality to come up with solutions that are suitable to the reality of operating the two-level government. From there, each officer’s additional trips to the locality will create more value./.
