Implementing office culture to better serve the people

Over the past 5 years, agencies, units and localities in the province have effectively implemented the emulation movement "Cadres, civil servants and public employees compete to practice office culture", creating clear changes in working style, manners and spirit of serving the people.

Immediately after the issuance of Decision No. 733/QD-TTg by the Prime Minister on the plan for organizing the emulation movement "Cadres, civil servants, and public employees compete to implement workplace culture" for the period 2019-2025, the Provincial People's Committee directed and issued plans and guiding documents for implementation to each agency, unit, and locality. All levels and sectors proactively concretized the movement to suit their actual conditions and political tasks.

The movement is linked to practical activities such as: competing to build civilized, modern, green, clean, and beautiful agencies and units; building and implementing regulations on workplace culture; promoting administrative reform, transparency, and shortening the time for resolving issues for citizens and businesses. Agencies and units actively apply information technology in management and operation; and implement the study and emulation of Ho Chi Minh's ideology, ethics, and style. The working environment is arranged neatly and scientifically , with greenery and friendly signage.

Public officials handle administrative procedures for citizens at the Provincial Public Administrative Service Center.

According to Ms. Le Thi Thanh Xuan, Director of the Department of Education and Training, the emulation movement in the education sector is concretized through activities such as "Good Teaching - Good Learning," and "Innovation and Creativity in Teaching and Learning," linked with building green, clean, beautiful, and safe schools, contributing to creating a friendly learning environment and improving the quality of education.

At the Provincial Police Department, the Youth Union has been undertaking the youth project "Building a green, clean, and beautiful unit landscape" for many years. Weekly, union members organize environmental cleaning, care for plants, and create a pleasant working environment, making a good impression on citizens who come to conduct business.

At the Provincial Public Administrative Service Center, thousands of public administrative services are received and processed, with 100% of documents digitized and processed online. The process of receiving and processing procedures is closely monitored, ensuring transparency and reducing processing time for citizens. The application of information technology such as the iDesk document management software, digital signatures, and the electronic one-stop online public service portal helps reduce the use of paper documents and increase connectivity between agencies within the province and with central ministries and departments.

One of the outstanding results after 5 years of implementing Decision No. 733 is the strong transformation in administrative reform and improvement of the quality of public service. Contents such as institutional improvement, streamlining the apparatus, improving the quality of personnel, and reforming public finance have been implemented synchronously and effectively. Many units, such as the Department of Justice, the Provincial Police, and the Provincial Public Administrative Service Center, have become shining examples in building a modern and professional working environment.

In the coming period, all levels and sectors will continue to build on the achievements, replicate good models and exemplary advanced examples, maintain the emulation movement as a regular activity, contributing to improving the efficiency of public service and building an increasingly strong team of officials.”

Mr. Bui Hong Quy, Director of the Provincial Department of Justice, shared: “We have identified the implementation of the emulation movement ‘Cadres, civil servants, and public employees compete to implement workplace culture’ as a key task, aiming to best serve the people and build a team of civil servants with professional conduct, discipline, and a high sense of responsibility.”

Thanks to the effective implementation of this movement, indicators such as the Public Administration Reform Index (PAR Index), the Public Administration and Governance Performance Index (PAPI), and the Provincial Competitiveness Index (PCI) of the province have all improved significantly over the years. From this movement, hundreds of collectives and individuals have been commended and rewarded, and many exemplary individuals have been recognized and their achievements replicated across various fields.

After five years of implementation, the movement "Cadres, civil servants, and public employees compete to implement workplace culture" has deepened, becoming a driving force for promoting innovation in working methods, enhancing the sense of responsibility, and improving the service-oriented spirit of cadres, civil servants, and public employees. The movement not only contributes to building the image of a "disciplined, responsible, dedicated, and creative" official, but also lays the foundation for a modern, professional, transparent, and efficient administration that meets the requirements of socio-economic development and international integration.
