Immediately after the Prime Minister's Decision No. 733/QD-TTg on promulgating the plan to organize the emulation movement "Cadres, civil servants and public employees compete to implement office culture" for the period 2019 - 2025 was issued, the Provincial People's Committee directed and issued plans and documents guiding the implementation to each agency, unit and locality. All levels and sectors proactively concretize the movement in accordance with their actual conditions and political tasks.
The movement is associated with practical activities such as: competing to build civilized, modern, green, clean and beautiful agencies and units; building and implementing regulations on office culture; promoting administrative reform, publicity, transparency, and shortening the time to resolve work for people and businesses. Agencies and units actively apply information technology in management and operation; study and follow Ho Chi Minh's ideology, morality and style. The working environment is arranged neatly and scientifically , with trees and friendly signs.

According to Ms. Le Thi Thanh Xuan, Director of the Department of Education and Training, the emulation movement in the education sector is concretized through the activities of "Good teaching - Good learning", "Innovation and creativity in teaching and learning" associated with building green - clean - beautiful - safe schools, contributing to creating a friendly learning environment and improving the quality of education.
At the Provincial Police, the Youth Union has been undertaking the youth project “Building a green, clean, and beautiful unit landscape” for many years. Every week, union members organize environmental sanitation, take care of ornamental plants, create a cool working space, and make a good impression on people who come to work.
At the Provincial Public Administration Service Center, thousands of public administrative services are received and processed, 100% of records are digitized and processed online. The process of receiving and processing procedures is closely monitored, ensuring publicity, transparency, and shortening the time for people. The application of information technology such as iDesk document management software, digital signatures, electronic one-stop online public service portal... helps reduce the use of paper documents, increasing connectivity between agencies in the province and with central ministries and branches.
One of the outstanding results after 5 years of implementing Decision No. 733 is the strong transformation in administrative reform and improvement of service quality for the people. Contents such as institutional improvement, streamlining the apparatus, improving the quality of staff and public finance reform have been implemented synchronously and effectively. Many units such as the Department of Justice, the Provincial Police, and the Provincial Public Administration Service Center have become bright spots in building a modern and professional working environment.

Thanks to the effective implementation of this movement, indicators such as administrative reform (PAR Index), governance and public administration effectiveness (PAPI), and provincial competitiveness index (PCI) of the province have all improved significantly over the years. From the movement, hundreds of collectives and individuals have been commended and rewarded, many typical advanced examples have been recognized and replicated in various fields.
After 5 years of implementation, the movement "Cadres, civil servants, and public employees compete to implement office culture" has gone into depth, becoming a driving force to promote innovation in working methods, enhance the sense of responsibility and awareness of serving the people of the team of cadres, civil servants, and public employees. The movement not only contributes to building the image of "disciplined, responsible, dedicated, and creative" cadres, but also creates the foundation for a modern, professional, transparent, and effective administration, meeting the requirements of socio-economic development and international integration.
