Linking emulation with the successful implementation of specific tasks of the industry. This is the direction of Minister of Construction Tran Hong Minh at the 1st Patriotic Emulation Congress of the Ministry of Construction (2025-2030) held in Hanoi on October 24.

The congress was attended by over 400 delegates representing typical advanced collectives and individuals with outstanding achievements in the patriotic emulation movement in the construction industry in the period 2021 - 2025.

Minister Tran Hong Minh affirmed that in recent years, the emulation movements of the Ministry of Construction have developed strongly and extensively, becoming an important driving force, contributing to the successful completion of assigned political and professional tasks. With the core ideology of "Emulation is a concrete action of patriotism", all emulation movements aim to mobilize the strength of all cadres, civil servants, public employees, and workers in each agency, unit, in each industry, and each field under the state management authority of the Ministry of Construction.

"Today's Patriotic Emulation Congress is an opportunity to look back and summarize patriotic emulation movements in the 2021 - 2025 period; draw valuable lessons; honor and commend outstanding collectives and individuals; at the same time, propose the best directions, tasks and solutions for emulation movements in the 2025 - 2030 period, contributing to the successful implementation of the political tasks of the Ministry of Construction, associated with the cause of building and defending the Fatherland in the new situation" - Minister Tran Hong Minh emphasized.

All emulation movements of the industry are spreading widely, attracting a large number of cadres, civil servants, public employees and workers to participate; many groups and individuals have had initiatives and solutions to improve techniques, increase productivity and work quality, bring practical efficiency, save the state budget, enhance the prestige of agencies and units in particular and of the Ministry of Construction in general.

In the 2021 - 2025 period, the Ministry of Construction will not only successfully complete its assigned political tasks, but also create breakthroughs on three strategic pillars: perfecting legal institutions, developing synchronous and modern infrastructure, and improving the quality of human resources.

According to Minister Tran Hong Minh, the quality of commendation work has been improved in the direction of promoting the role and responsibility of the leader; commendation is based on the results of emulation movement evaluation, ensuring timeliness, objectivity, and correct achievements. In the past 5 years, there have been 8,941 commendations, of which 145 were commended at the State level and 8,796 were commended at the Ministry level.

The Minister emphasized that the emulation movement for the period 2025 - 2030 aims to create a strong atmosphere, arouse patriotism, solidarity and unity to promote innovation, creativity, improve labor productivity and work efficiency to successfully carry out the political tasks of the Ministry of Construction, contributing to the successful implementation of the country's socio -economic development tasks and the Resolution of the 14th National Congress of the Party.

The first Patriotic Emulation Congress of the Ministry of Construction has the theme "Emulation to innovate, create, accelerate breakthroughs to bring the country into an era of strong, civilized and prosperous development", aiming to summarize the achievements in emulation and reward work of the Ministry of Transport and the Ministry of Construction (old) in the period of 2021 - 2025, as a solid basis for the direction of operation of the Ministry of Construction in the period of 2025 - 2030.

Implementing Directive No. 41-CT/TW dated December 26, 2024 of the Politburo on strengthening the Party's leadership over emulation and reward work in the new situation, the Party Committee of the Ministry has developed specific programs and plans to thoroughly grasp and organize serious and effective implementation.

From 2021 to 2025, the Ministry of Construction launched more than 20 emulation movements, including 7 movements with emulation periods for the entire period of 2021 - 2025. All emulation movements were deployed synchronously and creatively, closely linked to the implementation of political tasks, making great contributions to the cause of building and developing the country's economy, such as emulation "Good workers, creative workers", "Building cultural agencies and units", "Promoting administrative reform, building digital government".

In particular, among those more than 20 movements, there are 5 typical emulation movements, closely linked to the specific work and professional tasks of the Ministry and its affiliated agencies and units; for each cadre, civil servant, public employee and worker of the Ministry, participating in these movements is not only a desire, but also a source of personal pride. Specifically, the movements: The whole country joins hands to eliminate temporary and dilapidated houses; The whole country joins hands to build new rural areas; Promote the development of synchronous and modern transport infrastructure; practice thrift and combat waste in the period of 2022 - 2030; Promote the progress of implementation and disbursement of public investment capital plans in the period of 2021 - 2025 and the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressways".

Through emulation movements, outstanding results have been achieved, contributing significantly to the remarkable development of the strategic infrastructure system, especially breakthroughs in transport infrastructure. In the period of 2021-2025, many important national and key projects have been completed and are being gradually invested in and constructed, contributing to creating a new face for the country, creating connections between regions across the country and international integration. Many projects have worked continuously with the spirit of "eating quickly, sleeping urgently", "3 shifts, 4 shifts", construction on Saturdays, Sundays, holidays, and Tet, striving to overcome difficulties, in order to save time, to speed up the progress of projects.

The whole industry has completed 83 projects, started 93 projects, of which all component projects of the North-South Eastern Expressway in the 2017-2020 period and a number of projects in the 2021-2025 period have been put into operation... nearly 2,500 km have been completed and put into operation. Key projects are also being accelerated to reach over 3,000 km of expressway by the end of 2025, creating a solid foundation to reach the target of 5,000 km by 2030.

In the 2025-2030 period, the Ministry of Construction aims to complete 100% of the tasks of drafting legal documents assigned by the National Assembly, the Government, and the Prime Minister, and the tasks of drafting legal documents of the Ministry according to the annual program and plan; complete major goals in the 10-year Socio-Economic Development Strategy 2021-2030, the conclusions of the Politburo on developing the transport infrastructure system; promote the implementation of policy and law development for synchronous and effective framework technical infrastructure development; policies for developing underground construction space in major cities.

In addition, the goal is to strive for 100% of Party members to study, research, and thoroughly understand the Party's resolutions and directives; 100% of cadres and Party members to register to study and follow Ho Chi Minh's ideology, morality, and lifestyle in conjunction with Regulation No. 144-QD/TW dated May 9, 2024 of the Politburo; 100% of collectives, cadres, civil servants, public employees, and workers to be assessed and classified as "Completing tasks" or higher, of which 15-20% "Completing tasks excellently".

To specify the emulation goals and targets, in the period of 2025 - 2030, along with the good implementation of emulation movements launched by the Party and the Prime Minister, the Ministry of Construction has also proposed 10 key emulation content groups, associated with the main socio-economic development tasks of the industry.

The 1st Patriotic Emulation Congress of the Ministry of Construction (2025-2030) was launched, calling on each cadre, civil servant, public employee and worker to promote the spirit of patriotic emulation, solidarity, joint efforts, consensus, proactive innovation, creativity, and many achievements to successfully implement the set goals and targets, creating confidence and momentum to enter a new era of development, an era of rising up of the Vietnamese nation.
