Closely monitor domestic and international petroleum market developments
According to the Ministry of Industry and Trade , since the beginning of the year, the Ministry has regularly and continuously coordinated with ministries, branches, localities, enterprises, and industry associations to closely monitor the market of goods, especially essential goods, to proactively develop plans or propose to the Government and functional units measures to ensure balance between supply and demand, including petroleum products. Thereby, stabilizing the market, supporting consumption, promoting the circulation of goods, developing the domestic market, contributing to controlling inflation, and promoting economic growth right from the first months of 2025.

The Ministry of Industry and Trade always closely coordinates with the Ministry of Finance , consistently implementing regulations (in calculating, determining, and managing prices). Since implementing the reduction of gasoline prices to every 7 days, the price fluctuation between two basic adjustments is not large, domestic gasoline prices have basically followed the world price movements.
Specifically, in the first 4 months of 2025 (as of the adjustment period on April 24, 2025), the prices of petroleum products have undergone 17 price adjustments, of which E5RON92 gasoline increased 10 times, decreased 7 times, fluctuating by 819 VND/liter, equivalent to a decrease of 4.08% compared to the beginning of the year. Ron 95 gasoline increased 9 times, decreased 8 times, fluctuating by 1,108 VND/liter, equivalent to a decrease of 5.34% compared to the beginning of the year. Diesel oil increased 8 times, decreased 9 times, fluctuating by 1,231 VND/liter, equivalent to a decrease of 6.56% compared to the beginning of the year. Kerosene increased 10 times, decreased 7 times, fluctuating by 1,119 VND/liter, equivalent to a decrease of 5.94% compared to the beginning of the year; Madut oil increased 9 times and decreased 8 times, fluctuating by 425 VND/kg, equivalent to an increase of 2.64% compared to the beginning of the year.
In addition, the Ministry of Industry and Trade has issued a document directing petroleum traders to ensure the supply of petroleum nationwide during the April 30 - May 1 holidays. Arrange sufficient human resources, organize on-call duty or overtime to maintain regular and continuous sales activities for the market, especially during holidays. In all situations, sufficient petroleum must be provided to retail stores in the enterprise's distribution system to maintain regular and continuous sales activities.
In addition, according to reports from key petroleum traders, the total imported and domestically purchased sources in the first 4 months of 2025 were about 9.1 million m3/ton, reaching 30.7% of the total minimum source allocated in 2025. Petroleum consumption in the first 4 months of 2025 was about 8.5-8.8 million m3/ton of all kinds of petroleum, an increase of nearly 6% over the same period last year; estimated inventory at the end of April was about 1.7-1.8 million m3/ton of all kinds of petroleum. Thus, in the first 4 months of 2025, the supply of petroleum met the demand.
Continue to implement solutions to ensure gasoline supply
With the above management of gasoline prices, the impact of adjusting gasoline prices on socio-economic development in the first months of 2025 is not large, and there is no need to use the Price Stabilization Fund to stabilize gasoline prices according to regulations, contributing to the goal of controlling inflation, ensuring harmony of interests between business entities and gasoline users.
The Ministry of Industry and Trade will continue to implement solutions to ensure domestic gasoline supply.
For key petroleum traders, strictly implement the production plan registered with the Ministry of Industry and Trade, proactively supply petroleum, and reserve petroleum according to regulations. Ensure the supply of petroleum to key petroleum traders according to the output and time signed between the parties. Provide adequate supply, absolutely do not interrupt the supply of petroleum in the business system (from key traders, distributors, retailers).
In addition, the Ministry of Industry and Trade has sent a document to the Departments of Industry and Trade to create conditions for local petroleum traders to transport and supply petroleum, and to supervise local traders to maintain regular and continuous sales activities, and sell at listed prices.
The Ministry of Industry and Trade continues to coordinate with ministries and branches in advising on price management of state-controlled goods, including petroleum products, to ensure the supply of petroleum products on the market. |
