On the morning of November 26, 2023, at the headquarters of the Ministry of Industry and Trade , Minister Nguyen Hong Dien chaired a working session with Industry and Trade Research Institutes.
The working session aimed to implement the Strategy for Science , Technology and Innovation to serve the development of the Industry and Trade sector to 2030, issued in Decision No. 2795/QD-BCT dated October 30, 2023. At the same time, it assessed the performance of the Institutes in the recent period, pointed out priority tasks to further strengthen the role and contribution of the Institutes in implementing the goals and tasks of the Strategy and the requirements for restructuring the Industry and Trade sector.
Overview of the working session
Attending the meeting were representatives of relevant units in the Ministry, including the Departments of Science and Technology, Planning - Finance, Personnel Organization, Oil and Gas and Coal; the Departments of Industry, Chemicals, Electricity and Renewable Energy and the participation of leaders of 21 Research Institutes of the Industry and Trade sector and press units of the Ministry.
At the Conference, Dr. Dao Duy Anh, Director of the Institute of Mining and Metallurgy Science and Technology, Chairman of the Industry and Trade Research Institutes Club, reported on the activities of the Industry and Trade Research Institutes Club. This is an initiative supported by the Ministry's leaders with the goal of enhancing connectivity, information sharing, and cooperation in implementing scientific and technological activities between the Institutes.
Since its establishment in 2012, the Club's activities have been organized regularly to disseminate information on the situation and orientation of science and technology activities in the Industry and Trade sector, new directive documents of the sector, share experiences and good practices in science and technology activities as well as in management and operation, etc. Many activities and cooperation programs between Institutes have been formed from the Club's activities.
Comrade Ly Quoc Hung, Director of the Department of Science and Technology, evaluated the activities of the Research Institutes of the Industry and Trade sector.
According to the report of comrade Ly Quoc Hung, Director of the Department of Science and Technology, the Ministry of Industry and Trade currently directly manages 11 Institutes, 02 Institutes have been equitized, 08 Institutes belong to Corporations and General Companies such as: Vietnam Oil and Gas Group, Vietnam National Coal and Mineral Industries Group, Chemical Group, Steel Corporation, Paper Corporation, etc.
The Institutes of the Industry and Trade sector are scientific and technological organizations with a long history of establishment and development from 35 to 60 years, with independent scientific and technological research fields, associated with different sectors, sub-sectors, and fields under the management of the Ministry. The Institutes have affirmed their position in the system of scientific and technological organizations in the country and the region, as well as made many contributions to the development of the sector.
Minister Nguyen Hong Dien emphasized that if we want to develop, there is no other way but to apply science and technology and promote innovation.
Speaking at the meeting, Minister Nguyen Hong Dien affirmed that the development of science and technology is an inevitable trend in the process of socio-economic development of the country. Because it is the driving force for socio-economic development, promoting the orientation of forming and developing new economic sectors; along with that, promoting growth, shifting economic structure, production structure and industry structure, improving the efficiency of using input resources, increasing production and business factors.
Science and technology have innovated, helping to improve the competitiveness of businesses, the economy, and even national competitiveness. At the same time, it has contributed to creating new jobs and promoting the division of social labor.
“The Ministry of Industry and Trade is a sector with the function of multi-sectoral state management of the economy, including industry, trade and services. Therefore, if we want to develop, there is no other way but to apply science and technology and promote innovation,” the Minister emphasized.
At the meeting, the Minister pointed out the limitations in the operations of research institutes.
The Minister also acknowledged the contributions of the Institutes in research, policy advice and support for businesses in the industry to implement technological innovation, improve productivity, quality and competitiveness. In addition, he pointed out the difficulties, limitations and challenges in the operations of the Institutes in the current period.
Along with the whole country, the Industry and Trade sector is entering a new development stage; promoting the restructuring of the sector with the orientation of taking science, technology and innovation as one of the breakthrough solutions. In that context, to orient and direct the science, technology and innovation work of the sector in the coming period, in accordance with the guidelines and policies of the Party and the State and the requirements of restructuring the Industry and Trade sector, the Ministry has recently issued Decision No. 2795 dated October 30, 2023 approving the Strategy for Science, Technology and Innovation Development of the Industry and Trade sector to 2030.
In particular, it is determined that the Research Institutes under the Ministry must become the core factor in the network of science and technology organizations of the Industry and Trade sector, improve their research capacity, become strong research entities, operate under an autonomous mechanism, and take responsibility for themselves, etc.
To realize the above orientations, create conditions for the Institutes to continue to develop and contribute more positively to the development of the industry in the coming time, Minister Nguyen Hong Dien pointed out 05 key tasks that the Institutes need to prioritize in the coming period.
Firstly , focus on political and ideological education; organize to thoroughly grasp the Party's guidelines and viewpoints and the State's policies and laws related to the Industry and Trade sector for cadres and civil servants of the Institutes. Because this is the core force pioneering science, technology and innovation of the Industry and Trade sector. This force must definitely be cultivated in terms of viewpoints and must be trained in mettle so that in all situations they must comply with and carry out the noble goals set by the Party, the State and the people.
Pay attention to building, consolidating and improving the quality of operations of institutions (such as Party committees, Party organizations and socio-political organizations); promote the responsibility of Party committees and leaders; maintain solidarity, unity and promote the pioneering and exemplary spirit of cadres, Party members, and leadership collectives, especially leaders in leading, directing and organizing the implementation of tasks, contributing to the entire Industry in successfully implementing the political tasks assigned by the Party and State.
Second , urgently review and develop the unit's development orientation and goals for the period up to 2030 according to the newly approved Strategy for Science, Technology and Innovation Development of the Industry and Trade sector. It is necessary to specify the implementation plan for each year and each stage, ensuring that it is consistent with the development orientation and restructuring requirements of the sector, as well as consistent with the development trend of science and technology in the world, especially the requirements of the 4.0 Industrial Revolution.
Focus on restructuring the organization and operating apparatus of the Institutes, ensuring a streamlined, professional, modern management system to continue to innovate, improve the quality and efficiency of operations. In particular, it is necessary to focus on core values, promote the specific strengths of each unit. Strive to build and develop the Institutes under the Ministry to become leading research and implementation centers in Vietnam in specialized fields, with prestige in the regional and international markets. Research Institutes of Corporations and General Companies must become the main force in absorbing science and technology to improve the quality and efficiency of their operations.
Third , focus on building and developing scientific and technological capacity, ensuring the quality and efficiency of professional work to form a diverse and flexible ecosystem, contributing scientific and technological products of national and regional significance.
At the same time, continue to perform well the role of consulting, advising on policies, providing scientific and practical arguments to help the Ministry, its units and enterprises implement the policies of the Party and State and implement the proposed strategies.
Fourth , focus on strongly innovating the operating method towards connecting with Corporations and General Companies, taking enterprises as the center. In other words, take enterprises as the area for implementation, take the operational efficiency of enterprises as the measure for its applied research.
All scientific and technological activities must be linked to production, originating first from practical requirements to have practical scientific and technological products that have strong influence in the industry and can be applied quickly and effectively in practice. Research institutes need to create products and technologies that the market needs, not products that the institutes can make.
Fifth , strengthen cooperation with prestigious universities and research and training organizations at home and abroad to exchange, share, cooperate in research, acquire advanced regional and international expertise and management skills, in line with the integration trend and the development of Industry 4.0.
At the same time, continue to expand and further improve the quality and effectiveness of postgraduate training and technical staff training at enterprises, contributing to the development of high-quality human resources, actively contributing to the sustainable development of the Institute, the industry and the country.
Transfer ceremony of the position of Chairman of the Club of Industry and Trade Research Institutes
Minister Nguyen Hong Dien expressed his hope that, with clear and specific orientations in the industry's Science and Technology Development Strategy as well as the national science and technology development orientation and direction of the Ministry, in the coming time, the Ministry's research institutes will successfully complete their assigned tasks. Each unit will build and strengthen solidarity to better fulfill its political tasks.
At the meeting, the Minister of Industry and Trade and representatives of the units witnessed the handover ceremony of the position of Chairman of the Industry and Trade Research Institutes Club from Dr. Dao Duy Anh, Director of the Institute of Mining and Metallurgy Science and Technology to Dr. Phan Dang Phong, Director of the Institute of Mechanical Engineering Research.
