Recently, a series of cases of counterfeit, fake and poor quality goods have been discovered by the authorities, causing public concern and anger. Such as the production and consumption of nearly 600 types of fake milk over 4 years, taking advantage of public health to illegally profit nearly 500 billion VND; or the large-scale production and trade of fake drugs that was dismantled in Thanh Hoa and several other provinces and cities, food of unknown origin appearing everywhere on the market...

Hai Phong City has implemented many solutions to prevent the production and trade of counterfeit goods, banned goods, and goods of unknown origin to protect consumer rights.

Faced with the situation of counterfeit, fake and poor quality goods flooding the market, especially infiltrating e-commerce platforms and social networks with increasingly sophisticated tricks, the problem is not only the responsibility of the authorities to control each period and campaign, but also the need to tighten quality management and licensing.

According to current regulations, businesses are allowed to self-declare and take responsibility for the quality of their goods, but the lack of a post-inspection mechanism actually creates an alarming “loophole”. Along with that is the overlap when the same product has multiple management agencies, leading to no one taking final responsibility when violations occur.

Recently, the Prime Minister directed the consolidation of the National Steering Committee 389 and local Steering Committees to improve the effectiveness of inter-sectoral management and supervision. This is an opportunity to re-establish the entire coordination mechanism, develop regulations that clearly define people, tasks, areas, authorities, and products in this field. In the near future, the authorities will also consider regulations requiring businesses to periodically test the quality of production batches, keep samples, and publicize the results, putting inspection and post-inspection into practice.

Quality control of goods

In Hai Phong, the locality has a high population density and a large demand for goods. Specifically, according to the report of the People's Committee of Hai Phong City, the total retail sales of goods and service revenue in May 2025 is estimated at VND 21,161.8 billion, up 1.95% over the previous month, up 15.58% over the same period last year. It is estimated that in 5 months, the total retail sales of goods and service revenue reached VND 103,278.3 billion, up 14.59% over the same period last year.

Mr. Nguyen Van Thanh, Director of Hai Phong Department of Industry and Trade, said: Recently, the Government, ministries, branches and the city have issued many documents directing and urging the work of preventing, combating and handling acts of producing and trading counterfeit goods, banned goods, goods of unknown origin... and other acts of commercial fraud according to legal regulations.

In order to enhance the responsibility of relevant agencies in managing, monitoring, promptly detecting, preventing and handling counterfeit production and trading activities, and at the same time protecting the legitimate rights and interests of consumers, as an advisory body to the People's Committee of Hai Phong City, the Department of Industry and Trade of Hai Phong has issued a document on strengthening the management of production and trading activities and protecting consumer rights in the city.

Accordingly, manufacturing and trading enterprises in the area must produce and provide services that ensure safety and quality for consumers. Information about products and goods must be public, transparent, verified and tested. In case of detecting violations in the production and business activities of other units, it is necessary to promptly report to the competent authorities for handling according to regulations. Do not assist in the production and trading of counterfeit goods, fake goods, and goods that violate intellectual property rights, affecting consumers.

Departments, branches and localities, according to their specialized management functions and tasks, shall strengthen inspection, examination and supervision of food security and safety. Resolutely combat, prevent and strictly handle organizations, individuals and production and business establishments that violate food safety regulations, regulations on goods quality; produce, circulate and consume poor quality goods and goods of unknown origin. Strictly handle acts of making false statements and advertisements about the quality and origin of goods and services.

It can be said that, with the strong direction of the Government and the strong participation of ministries, departments, branches and localities, this peak period of the nationwide crackdown on counterfeit, fake and poor quality goods is expected to open a comprehensive reform from awareness to action, from monitoring mechanisms to sanctions, to build a healthy and fair market for consumers as well as legitimate businesses.
