On the evening of October 29, confirming with Dan Tri reporter, Lieutenant General To An Xo, Spokesperson of the Ministry of Public Security , said that the Ministry of Public Security's Investigation Police Agency has issued a wanted notice for 7 suspects in the case that occurred at Van Thinh Phat Group, Saigon Commercial Joint Stock Bank (SCB) and related organizations and units.
The wanted defendants include: Nguyen Thi Thu Suong (former Chairman of the Board of Directors of SCB), Dinh Van Thanh (former Chairman of the Board of Directors of SCB), Chiem Minh Dung (former Deputy General Director of SCB);
Tram Thich Ton (former member of the Board of Directors of SCB), Sun Henry Ka Ziang (member of the Board of Directors of SCB, Chinese nationality), Lam Lee George (former member of the Board of Directors of SCB) and Nguyen Lam Anh Vu (former Deputy Director of Ben Thanh Branch of SCB).

Previously, on October 25, the Ministry of Public Security's Investigation Police Agency prosecuted the above 7 defendants for the crimes of violating regulations on banking activities, other activities related to banking activities and embezzlement of assets. However, the subjects have fled and their whereabouts are unknown.
Authorities also asked the defendants to voluntarily surrender to enjoy leniency, while ensuring the right to self-defense and present information related to the case.
The Ministry of Public Security informs all agencies, organizations and individuals that when they know or discover the above 7 suspects, they can arrest them or report to investigator Hoang Ha via phone number 097.321.974 or the Department of Police Investigation of Crimes of Corruption, Economy and Smuggling (address 47 Pham Van Dong, Mai Dich Ward, Cau Giay District, Hanoi).
On October 7, 2022, the Investigation Police Agency of the Ministry of Public Security issued a decision to prosecute Ms. Truong My Lan (Chairwoman of the Board of Directors of Van Thinh Phat Group Joint Stock Company) and 3 accomplices for the crime of Fraudulent appropriation of property, to investigate violations at An Dong Investment Group Joint Stock Company and related organizations and units.
On September 30, the Department of Investigation Police on Corruption, Economic Crimes, and Smuggling - Ministry of Public Security issued a notice to find victims in the case that occurred at Van Thinh Phat Group, An Dong Investment Group Joint Stock Company and related organizations and units.
According to the authorities, from 2018 to 2020, related subjects at Van Thinh Phat, An Dong Investment, Quang Thuan Investment Joint Stock Company, Ho Chi Minh City Trading Services Joint Stock Company, Sunny World Investment and Development Joint Stock Company... committed fraudulent acts, violating the provisions of the law, creating 25 bond packages with codes: ADC-2018.09, ADC-2018.09.1, ADC-2019.01, QT-2018.12.1, SNWCH1823001 and 20 codes from SET.H2025.01 to SET.H2025.20 with a total value of 30,081 billion VND to sell to buyers (bondholders), raise money and appropriate.
