Ho Chi Minh City currently has many very large-scale projects on hold, for example, in the SCB and Van Thinh Phat cases. Difficulties must be resolved and issues addressed promptly in order to secure funding for development investment.

This information was presented at the third meeting of the Vietnam Fatherland Front Committee of Ho Chi Minh City, 12th term (2024-2029), held on the afternoon of December 26th.
Mobilizing resources is a key factor in the city's development.
At the conference, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai stated that Ho Chi Minh City achieved a number of positive socio-economic results in 2024, especially in a challenging context.
The city has identified two key areas to focus on in 2025.
Firstly , complete the tasks of this term and prepare for the congress, developing plans and conditions for implementing the new term.
Secondly , we must continue implementing digital transformation and Resolution 98, as this is one of the key priorities. Along with that is the city's determination to resolve outstanding issues, as the Party Secretary expressed his wish: "By the end of the term, major outstanding issues must be resolved. Obstacles must be removed."
The Chairman of the People's Committee of Ho Chi Minh City stated that the city will focus on several important tasks in 2025, including reorganizing the administrative apparatus, mobilizing resources, reforming administrative procedures, and resolving obstacles in projects.
Regarding the reorganization of the administrative apparatus and units, although it may cause disruption, if done well, it will facilitate future management.

Ho Chi Minh City is expected to have 27 Party committees, including those at the district and county levels, Thu Duc City, the Party committee of the government sector, the Party committee of the armed forces, and other organizations. Mr. Mai also provided information about the proposal to retain the Department of Food Safety, in order to meet the specific requirements of the city, but in a spirit consistent with the central government's policy.
Furthermore, mobilizing resources is a key factor in the city's development, especially investment capital. The total social investment in Ho Chi Minh City is estimated at approximately 620,000 billion VND, 35% of the GRDP. Where does this figure come from? Mr. Mai believes that public investment accounts for 100,000 billion VND, and FDI is projected to be between 125,000 billion and 150,000 billion VND.
Mr. Mai also mentioned BOT and BT projects in the city under Resolution 98, which are expected to generate approximately 50,000 billion VND. On the other hand, there are many projects facing obstacles; the city has many very large-scale projects pending, such as those involved in the SCB case and the Van Thinh Phat project, which need to be resolved to attract investment. Or the Lotte project in Thu Thiem, which the city recently worked on, with an expected land use fee of approximately 16,000 billion VND, and potentially around 2.3 billion USD within 7 years.
“These are projects that, if the city removes the obstacles, will attract approximately 125,000 to 150,000 billion VND. The remaining 200,000 billion VND will be invested by the city's businesses and citizens. Therefore, the city must improve the investment and business environment, remove difficulties, and resolve issues promptly in order to secure capital,” Mr. Mai emphasized.
We hope the Vietnam Fatherland Front will continue to monitor development plans.
Regarding administrative procedure reform, Ho Chi Minh City leaders stated that the city is committed to strongly implementing solutions to improve work efficiency, especially transforming the administrative system to a digital platform.
The city aims to have 75% of administrative procedures processed online by the end of 2025. Simultaneously, the city will implement a fast-track processing formula, requiring that applications be forwarded to the appropriate person within 3 days of receipt and resolved within 7 days.
In addition, Ho Chi Minh City will also focus on growth solutions, especially the development of industry, trade, services, and the digital economy. The city plans to implement a project to develop high-tech industries and build Ho Chi Minh City into a major service center for the whole country.
Mr. Phan Van Mai also shared information about the steps being taken to transform industrial parks into high-tech zones, with plans to pilot the project in several industrial parks such as Tan Binh and Cat Lai.
Finally, the Chairman of the People's Committee of Ho Chi Minh City also requested the Ho Chi Minh City Fatherland Front to continue its cooperation in monitoring and providing feedback on the city's development plans, especially in the drafting of resolutions on urban governance and major projects related to planning and economic development.
Vigorously improve the index regarding the issuance of land use right certificates to the people.
In his closing remarks at the conference, the Deputy Secretary of the City Party Committee and Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, Nguyen Phuoc Loc, stated that the Vietnam Fatherland Front Committee of Ho Chi Minh City will continue to coordinate synchronously with the City People's Committee to participate in building national unity and making the government increasingly effective.
The Vietnam Fatherland Front agrees with and supports the 22 groups of indicators set by the city and requests the City People's Committee to continue maintaining the growth rate to ensure the achievement of the set targets, while also being determined to raise the index higher to demonstrate the sustainability of the development process.
Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, Nguyen Phuoc Loc, proposed that the Chairman of the People's Committee of Ho Chi Minh City continue to pay attention to and decisively direct the improvement of the index for issuing land use right certificates; and decisively direct the development of the city's housing index, including social housing.
Developing more trees and urban green spaces, protecting the city's groundwater resources, and contributing to the storage of rainwater reserves that can be mixed with water sources to provide clean water when needed or in case of emergencies.
Ensuring fire safety and other development requirements are closely linked to decisive solutions for reducing environmental pollution and protecting the environment.
The Vietnam Fatherland Front of Ho Chi Minh City will continue to monitor and provide feedback on the issues proposed by the City People's Committee.
