According to the report that the Ho Chi Minh City People's Committee has just sent to the Ministry of Home Affairs on the plan to rearrange administrative units at the district and commune levels in the period of 2023-2030, Ho Chi Minh City has District 6 and Nha Be District that are subject to rearrangement but due to special factors, they are not being rearranged. However, there are 129 communes, wards and towns that are subject to rearrangement, 49 wards are in a special category and do not need to be rearranged.

Regarding commune-level administrative units, there are 80 wards in 10 districts (including districts 3, 4, 5, 6, 8, 10, 11, Binh Thanh, Go Vap, Phu Nhuan) which will be arranged into 38 wards.
Specifically, District 3 merges Wards 9 and 10 into Ward 9; merges Wards 13 and 12 into Ward 12. District 4 merges Wards 6 and 9 into Ward 9; merges Wards 8 and 10 into Ward 8; merges Wards 14 and 15 into Ward 15.
District 5 merges wards 2 and 3 into ward 2; merges wards 5 and 6 into ward 5; merges wards 7 and 8 into ward 7; merges wards 10 and 11 into ward 11.
District 6 merges wards 2, 6 and part of ward 5 into ward 2; merges wards 1, 3 and 4 into ward 1; merges ward 9 and part of ward 5 into ward 9; merges ward 11 and part of ward 10 into ward 11; merges ward 14 and part of ward 13 into ward 14.
District 8 merges wards 1, 2 and 3 into a new ward named Rach Ong; merges wards 8, 9 and 10 into a new ward named Hung Phu; merges wards 11, 12 and 13 into a new ward named Xom Cui.
District 10 merges wards 6 and 7 into ward 6; merges wards 5 and 8 into ward 8; merges wards 10 and 11 into ward 10.

Phu Nhuan District merges wards 3 and 4 into ward 4; merges wards 15 and 17 into ward 15.
According to the Ho Chi Minh City People's Committee, although this arrangement will streamline the apparatus and promote the potential advantages of localities, the large number of arrangements will significantly affect state management and socio-economic development.
In addition, the districts, wards and communes of Ho Chi Minh City have small areas but large populations, much exceeding the standards. If two or three units are merged into a new unit, it will not meet the prescribed area standards.
Not only that, after the arrangement of administrative units with larger areas and populations, more work volume but the regime and policies for cadres and civil servants do not increase, so the goal of improving the efficiency and effectiveness of State management will not be high.
The arrangement during the period when the City implements Resolution 98 and is arranging neighborhoods and hamlets will also have a significant impact on the grassroots political system.
Ho Chi Minh City predicts that the arrangement of administrative units at district and commune levels is difficult and sensitive, involving many people and many sectors, affecting people and businesses. From that reality, the People's Committee of Ho Chi Minh City proposed that the Standing Committee of the National Assembly agree to allow Ho Chi Minh City to apply seven specific factors for arrangement.
