Accordingly, the Investigation Agency of the Ministry of Commerce, the Directorate General of Trade Remedies (DGTR) is investigating the alleged dumping of patterned and uncoated tempered glass manufactured or imported from China and Vietnam. The product is also known by various names such as solar glass or solar photovoltaic glass in the market. Borosil Renewables Co., Ltd. has filed an application on behalf of the domestic industry for investigation and imposition of appropriate anti-dumping duties on the imports.

The notification issued by the Indian investigating authority states that on the basis of a duly constituted application by the domestic industry and on the basis of prima facie evidence produced by the applicant to establish dumping and injury to the domestic industry, the competent authority hereby initiates an anti-dumping investigation.
If dumping is found to have caused material injury to domestic players, the DGTR will recommend imposition of anti-dumping duty on the imports. The Indian Ministry of Finance will take the final decision on imposition of duty. There is sufficient evidence that the product is being dumped in the Indian domestic market by exporters from these two countries.
Anti-dumping investigations are conducted by countries to determine whether domestic industries are being injured by a surge in cheap imports. As a countermeasure, they impose these obligations under the multilateral mechanism of the World Trade Organization (WTO).
The duty is aimed at ensuring fair trade practices and creating a level playing field between domestic manufacturers and foreign manufacturers and exporters. India has imposed anti-dumping duties on several products to tackle cheap imports from various countries, including China.
According to the applicant, the volume of imported goods from Vietnam has increased both in absolute and relative terms, leading to a decrease in the capacity utilization of the domestic industry. The competent authority has set the period of investigation (POI) from January 1, 2023 to December 31, 2023 (12 months).

Known producers/exporters in Vietnam and the Government of Vietnam as well as importers and users in India involved in the goods under investigation are required to submit all relevant information within 30 days from the date of notification.
With strong foreign investment flows, Vietnam has become a major producer of solar panels. This is not the first time that solar panels in Vietnam have been investigated for anti-dumping and anti-subsidy. The US Department of Commerce opened a similar investigation in late March 2022 on solar modules imported from Vietnam, Thailand, Malaysia and Cambodia.
