Previously, on May 6, the Standing Committee of the An Giang Provincial Party Committee held a meeting chaired by Member of the Party Central Committee, Secretary of the An Giang Provincial Party Committee Le Hong Quang. After listening to the inspection delegations of the Provincial Party Committee report on the results of the inspection of party organizations and party members, the Standing Committee of the Provincial Party Committee concluded a number of contents.
Specifically, the Standing Committee of the Long Xuyen City Party Committee for the 2015-2020 term violated working regulations and lacked responsibility in leadership, direction, inspection and supervision, so it failed to detect in time, allowing the Long Xuyen City People's Committee and agencies under the City People's Committee to: Violate the law on compensation and resettlement support; not report through the Standing Committee of the City Party Committee before deciding on the investment policy for the Project to upgrade and expand the Strategic Hamlet Road (Binh Duc 1 Hamlet, Binh Duc Ward); approved the adjustment of the investment policy for the construction of the An Giang University West Expansion Project (My Hoa Ward) without proper authority; did not organize the handover of house plots to households to be resettled in accordance with regulations.
The Standing Committee of the Long Xuyen City Party Committee for the 2020-2025 term violated working regulations and lacked responsibility in leadership, direction, inspection and supervision, so it failed to detect in time, allowing the Long Xuyen City People's Committee and agencies under the City People's Committee to continue to violate the law on compensation and resettlement support for people; did not report to the Standing Committee of the City Party Committee for opinions before deciding on the investment policy for the Le Trong Tan Street Upgrade Project, from Tam Bot Bridge to Pham Cu Luong Street; did not organize the handover of house plots to resettled households in accordance with regulations; directed budget expenditures against regulations. The prolonged and slow violations that were discovered resulted in many party organizations and party members in the Long Xuyen City Party Committee being disciplined; the investigation agency initiated a case and prosecuted 17 defendants who were cadres and party members.
The violations and shortcomings of the Standing Committee of the Long Xuyen City Party Committee for two terms were serious, causing a decline in prestige, causing resentment among public opinion, cadres, party members and the people to the extent that disciplinary action must be considered. Along with that, 2 leaders in different periods committed serious violations and shortcomings, causing negative public opinion among cadres, party members and the people, reducing the prestige of themselves, the party organization, the agency and the unit to the extent that disciplinary action must be considered. 3 comrades negatively affected the prestige of themselves, the party organization, the agency and the unit where they lived and worked to the extent that disciplinary action must be considered. 9 other comrades must be reviewed and their responsibilities considered.
The Standing Committee of Chau Phu District Party Committee for the 2000-2005 term was irresponsible in leading, directing, inspecting, and supervising, allowing the District People's Committee and agencies under the District People's Committee to commit violations and shortcomings in: Approving compensation plans and procedures for land recovery for the Vinh Tre Residential Area Project in violation of land laws; approving contracts with enterprises to implement the investment project to build technical infrastructure for the Vinh Tre Residential Area; guaranteeing loans for enterprises, cooperating with enterprises to divide investment benefits, and selling house plots in violation of regulations.
These violations and shortcomings continued to persist and recur in the Standing Committee of Chau Phu District Party Committee for the terms 2005 - 2010, 2010 - 2015, 2015 - 2020 (to the extent that disciplinary action must be considered), 2020 - 2025 (must be reviewed and responsibilities reviewed). Accordingly, 13 individual leaders of different periods must be reviewed and disciplined; 3 comrades must be reviewed and responsibilities reviewed.
The Standing Committee of the Provincial Party Committee requested that the inspection teams continue to carry out the process of reviewing, reviewing, proposing disciplinary action, and reviewing the responsibilities of party organizations and party members. The Standing Committee of the Provincial Public Security Party Committee is assigned to lead and direct the Investigation Police Agency to promptly clarify acts with signs of law violations regarding the Vinh Tre Residential Area Project according to regulations.
