(BGĐT) - The "security lighting" model, piloted in Quynh Do village, Bac Lung commune (Luc Nam district, Bac Giang province), has proven remarkably effective. With electricity and brightly lit roads, the village is both beautiful and contributes to maintaining security and order, reducing traffic accidents.
Upon arriving at Quynh Do village, Mr. Nguyen Ngoc Ly, Deputy Head of Neighborhood Group No. 2, led us on a tour along the wide, concrete roads, which are equipped with public streetlights ensuring safety and aesthetics. He remarked, "That's thanks to the consensus of the Party's will and the people's determination to build a model village, a bright, green, clean, beautiful, and safe rural area."

Quynh Do village has a large area, nearly 3,000 inhabitants, 24 neighborhood groups, and 2 km of National Highway 37 running through it, along with approximately 6 km of main village roads and alleyways. Major Bui Ba Truong, Deputy Head of Bac Lung Commune Police, said: “National Highway 37 leading to Cam Ly Bridge to Hai Duong province has two sharp curves. Every day, thousands of vehicles pass through, including many trucks, vehicles carrying workers, and especially container trucks, circulating day and night, posing a very high risk of traffic accidents.”
In 2022, this area experienced 5 incidents, resulting in 1 death and 5 injuries. In addition, several cases of theft of livestock, agricultural products, and water pumps occurred in the village, causing public outrage. Given this situation, the Steering Committee for Crime Prevention, Social Evils Control, and the Development of the National Movement for Protecting National Security (hereinafter referred to as the Steering Committee) of the commune recognized the need to develop the "Security Light" model.
“Was it difficult to choose this location?” I asked Mr. Nguyen Ngoc Ly. He said that initially, when the villagers didn't fully understand the issue, they encountered some difficulties. When this was brought up at a meeting, the villagers pointed out the shortcomings of the lack of streetlights. “When we suspect someone is loitering, the darkness makes it impossible to identify them and chase them away or follow them; we assume they are just other villagers. There have been several traffic accidents, collisions, and falls on the village roads at night,” said Ms. Nguyen Thi Khoa, Head of the Women's Association.
"The 'Security Lighting' model has effectively supported the work of ensuring security and traffic safety, as well as the patrol activities of the Veterans' Self-Management Team and the Neighborhood Self-Management Team; it also provides lighting for security surveillance cameras in the village," said Major Bui Ba Truong, Deputy Head of Bac Lung Commune Police. |
Therefore, the villagers unanimously supported the proposal. Calculations showed that each household would contribute 500,000 VND, but some raised concerns about not contributing more if necessary; they also questioned whether the electricity could be sustained after connection, what the monthly costs would be, and who would operate and manage it. These concerns were discussed in detail by the village leadership. After reaching a consensus and deciding to proceed, the neighborhood group went to survey several roads in Doi Ngo town.
However, when the costs were tallied, they turned out to be much higher than the expected contributions. "Necessity is the mother of invention," so they took advantage of the villagers' knowledge of electricity and mechanics to mobilize their participation. Neighborhood group number 2, whose deputy leader was also an electrician, volunteered first. Afterward, the remaining 23 neighborhood groups also contributed funds to build the streetlights.
Through propaganda and mobilization efforts, the people voluntarily contributed their labor and money to install 390 streetlights, costing 1.5 million VND per pole, with approximately one pole with three bulbs every 40-50 meters. The total amount contributed by the people was 585 million VND. After completion, each household only had to pay an additional ten thousand VND per month to maintain the lights.
Since the streetlights were installed (November 2022), people riding motorbikes at night no longer need to turn on their headlights, and even the lights in their yards are no longer needed. In the first six months of this year, traffic accidents on National Highway 37 decreased by 3 incidents, with 1 fewer death and 2 fewer injuries compared to the same period in 2022. Long-distance drivers and residents, especially female workers returning home late at night, feel safer.
Recently, on a village road, a drunk citizen fell on the concrete roadside, and the villagers promptly took him to the hospital. Young people are no longer gathering at night. During patrols, the forces discovered and chased away five suspicious individuals in the village, confiscating two sets of door-breaking tools and two homemade knives.
Since the village roads and alleys were illuminated with streetlights, the atmosphere in the hamlet has become much more lively. In the evenings, members of the three arts clubs and five sports clubs gather at the community center for practice, creating a spirit of unity and joy. Decorative banners and slogans promoting the new rural development program are also attached to the lampposts, and the national flag is displayed during holidays and Tet (Lunar New Year). The participation of many villagers during construction further strengthened solidarity and contributed to Quynh Do achieving the status of a model hamlet by the end of 2022.
Lieutenant Colonel Nguyen Trung Kien, Deputy Head of Luc Nam District Police, informed: From this pilot model, the District Steering Committee directed its expansion, requiring each commune and town to select and build at least one "Security Lighting" model. In Bac Lung commune, Dao Lang and Dam Chua villages have now implemented it.
