The Vietnam Civil Aviation Authority has just issued a decision to implement enhanced aviation security measures during the Lunar New Year holiday of the Year of the Dragon 2024.
Accordingly, from February 6th to February 16th, the Civil Aviation Authority of Vietnam requires all airports, air traffic control facilities, airlines, and aviation service providers to implement enhanced aviation security control measures at level 1.
Specifically, during the period from February 10th to February 12th, although no troop reinforcement was required, other Level 1 measures were applied as prescribed.
Agencies and units shall base their actions on regulations to implement appropriate enhanced aviation security control measures.
Airport authorities are required to inform aviation service providers and foreign airlines operating at airports about this matter.
According to the Vietnam Civil Aviation Authority, passenger travel demand during the 2024 Tet holiday is projected to increase by approximately 10-15% compared to the 2023 Tet holiday, and could even surge by around 30%.
According to Government Decree 92/2015 on Aviation Security, Level 1 Enhanced Aviation Security Control is applied in the following cases: Major political and social events of the country; Complex political security and social order situations.
According to regulations, airports implementing Level 1 aviation security measures will take the following steps:
Increase the number of airport security personnel and guards on duty in restricted areas; conduct personal checks using handheld metal detectors and visual inspections of 7% of people, objects, and vehicles entering restricted areas of the airport.
Enhance the process of interviewing and verifying personal identification documents during passenger check-in and security screening; conduct random visual inspections of 15% of passengers who have passed through metal detectors without triggering any alarms; conduct visual inspections of 15% of carry-on and checked baggage via X-ray machines without any suspicious images; restrict the movement of people and vehicles in public areas of the passenger terminal...
For unaccompanied checked baggage, a visual inspection will be conducted after it has been scanned before being loaded onto the aircraft.
In the protection of checked baggage, surveillance cameras or baggage handlers, along with airport security personnel, monitor checked baggage from the time it is received until it is loaded onto the aircraft.
For airline meals, a random visual inspection of 2% of meals and supplies will be conducted at airport security checkpoints before being allowed into the airport.
In public areas, increase the frequency of area patrols, increase the frequency of announcements on the public address system requesting passengers not to leave their luggage unattended; monitor public areas of the terminal with cameras and increase the number of airport security personnel for supervision.
Daily rapid reports are submitted via hotline from all units to the Vietnam Civil Aviation Authority. The aviation security and protection forces are increasing their personnel by 20% compared to the usual shift to ensure readiness for duty .
