Tropical depression strengthens into storm WIPHA, Thanh Hoa proactively responds

(Baothanhhoa.vn) - The Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Thanh Hoa province has sent Official Dispatch No. 03 to the People's Committees of communes and wards in the province; relevant departments, branches and units on proactively responding to the tropical depression (ATND) in the East Sea that has now strengthened into a storm.

Tropical depression strengthens into storm WIPHA, Thanh Hoa proactively responds

Forecast of the path of Typhoon WIPHA at 2:00 AM on July 18th.

According to the National Center for Meteorological and Hydrological Forecasting, early this morning (July 18), the tropical depression in the sea east of the Philippines strengthened into a typhoon, with the international name WIPHA.

At 1:00 AM on July 18th, the storm's center was located at approximately 16.4 degrees North latitude and 125.3 degrees East longitude, over the sea east of Luzon Island (Philippines). Maximum wind speeds were Category 8 (62-74 km/h), with gusts up to Category 10, moving northwest at a speed of approximately 20 km/h.

Forecast for the next 24-72 hours:

At 1:00 AM on July 19th: The storm is moving northwest at a speed of approximately 20 km/h, with the potential to intensify. The storm's center is located at 18.7 degrees North latitude and 121.7 degrees East longitude, over the sea north of Luzon Island (Philippines). Its intensity is level 8-9, with gusts up to level 11.

At 1:00 AM on July 20th: The storm is moving west-northwest at a speed of approximately 20-25 km/h, with the possibility of entering the South China Sea and intensifying. The storm's center is located at 20.2 degrees North latitude and 117 degrees East longitude, about 740 km east-southeast of the Leizhou Peninsula (China). Its intensity is level 10, with gusts up to level 12.

As of 1:00 AM on July 21st: The storm is moving in a west-northwest direction at a speed of 20-25 km/h. The storm's center is located at 21.1 degrees North latitude and 112.3 degrees East longitude, approximately 220 km east of the Leizhou Peninsula (China). Its intensity is level 11, with gusts up to level 14.

Forecast for the next 72 to 120 hours: The storm is moving in a west-northwest direction at a speed of approximately 20 km/h.

Previously, on the afternoon of July 17th, in accordance with Official Dispatch No. 4498/CĐ-BNNMT from the Minister of Agriculture and Environment , to proactively respond to the tropical depression near the East Sea that has the potential to strengthen into a typhoon and cause widespread heavy rain and flooding, the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense issued a document requesting the People's Committees of communes and wards in the province; relevant departments, agencies, and units to closely monitor the developments of the tropical depression; strictly manage vessels going out to sea; and inform owners of vessels and captains of ships and boats operating at sea about the location, direction of movement, and developments of the tropical depression so that they can proactively take precautions, evacuate, or avoid moving into the dangerous area.

Review and implement safety measures for bridges and ports; tourism activities, aquaculture, and fishing in the sea, estuaries, and coastal areas.

Prepare measures to ensure safety and minimize damage to houses, warehouses, offices, public works, industrial zones, factories, power grids, and telecommunications systems; protect agricultural production; and prevent flooding in urban and industrial areas.

Urgently complete the repair and remediation of recent incidents and damages to dike structures; inspect and review all dike structures and dike protection plans in the area; prepare manpower, materials, vehicles, and equipment to proactively deploy in case of incidents or situations according to the "four on-the-spot" principle.

Check and proactively take measures to ensure the safety of reservoirs and downstream areas, especially small, vulnerable reservoirs under construction; be ready to operate, regulate and handle situations.

Review and prepare evacuation plans for residents in dangerous areas; local authorities should direct relevant forces to notify each household living in areas at risk of flooding, landslides, and flash floods to proactively take preventive measures and ensure safety.

Prepare personnel and equipment for rescue operations when required.

Newspapers and Thanh Hoa Radio and Television Station, and Thanh Hoa Coastal Information Station are strengthening measures to disseminate information about the developments of the tropical depression to all levels of government, owners of vessels operating at sea, and the public so that they can proactively prevent and respond to it.

The Provincial Hydrometeorological Station closely monitors, forecasts, warns, and promptly informs about the development of natural disasters to proactively deploy response measures.

Departments and agencies, according to their functions and assigned tasks, should proactively direct and coordinate with localities to respond to tropical storms. They should organize a serious duty roster and regularly report to the Standing Office of the Provincial Disaster Prevention and Control Command and the Standing Office of the Provincial Civil Defense, Disaster Response and Search and Rescue Command.
