Tropical depression strengthens into storm WIPHA, Thanh Hoa proactively responds

(Baothanhhoa.vn) - The Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Thanh Hoa province has sent Official Dispatch No. 03 to the People's Committees of communes and wards in the province; relevant departments, branches and units on proactively responding to the tropical depression (ATND) in the East Sea that has now strengthened into a storm.

According to the National Center for Hydro-Meteorological Forecasting, early this morning (July 18), the tropical depression in the sea east of the Philippines has strengthened into a storm, international name is WIPHA.

At 1:00 a.m. on July 18, the storm center was at approximately 16.4 degrees North latitude - 125.3 degrees East longitude, in the sea east of Luzon Island (Philippines). The strongest wind: level 8 (62-74 km/h), gusting to level 10, moving northwest at a speed of approximately 20 km/h.

Forecast for the next 24-72 hours:

At 1:00 a.m. on July 19: The storm is moving northwest at a speed of about 20 km/h, with the potential to strengthen. The center of the storm is located at 18.7 degrees north latitude - 121.7 degrees east longitude, in the sea north of Luzon Island (Philippines). Intensity level 8-9, gust level 11.

At 1:00 a.m. on July 20: The storm is moving in a West-Northwest direction at a speed of about 20-25 km/h, with the possibility of entering the East Sea and strengthening. The center of the storm is located at 20.2 degrees North latitude - 117 degrees East longitude, about 740 km East-Southeast of Leizhou Peninsula (China). Intensity level 10, gust level 12.

At 1am on July 21: The storm moves in a West-Northwest direction at a speed of 20-25km/h. The center of the storm is located at 21.1 degrees North latitude - 112.3 degrees East longitude, about 220km east of Leizhou Peninsula (China). Intensity level 11, gust level 14.

Forecast from 72 to 120 hours: Storm moves in West Northwest direction, speed about 20km/h.

Previously, on the afternoon of July 17, implementing Official Dispatch No. 4498/CD-BNNMT of the Minister of Agriculture and Environment , to proactively respond to the tropical depression near the East Sea that is likely to strengthen into a storm and widespread heavy rain and flooding, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense issued an official dispatch requesting the People's Committees of communes and wards in the province; relevant departments, branches and units to closely monitor the developments of the tropical depression; strictly manage means of transport going out to sea; notify owners of means of transport, captains of ships and boats operating at sea of the location, direction of movement and developments of the tropical depression to proactively avoid, escape or not move into dangerous areas.

Review and implement safety measures for bridge and port works; tourism , aquaculture, and fishing activities at sea, in river mouths, and along the coast.

Prepare measures to ensure safety, limit damage to houses, warehouses, headquarters, public works, industrial parks, factories, power grids, telecommunications systems; protect agricultural production; prevent flooding in urban areas and industrial parks.

Urgently complete the repair and remedy of incidents and damages to dike works that have occurred in the recent past; inspect and review all dike works and dike protection plans in the area; prepare human resources, materials, means and equipment to proactively deploy when incidents and situations occur according to the "4 on-site" motto.

Check and proactively take measures to ensure the safety of reservoirs and downstream areas, especially small, vulnerable reservoirs under construction; be ready to operate, regulate and handle situations.

Review and prepare plans to evacuate people from dangerous areas; commune-level authorities direct relevant forces to notify each household living in areas at risk of flooding, landslides, and flash floods to proactively prevent and ensure safety.

Ready forces and means for rescue when required.

Thanh Hoa Newspaper and Radio - Television Station, Thanh Hoa Coastal Information Station strengthen measures to inform about the developments of natural disasters to authorities at all levels, owners of means of transport operating at sea and people to proactively prevent and respond.

The provincial Hydrometeorological Station closely monitors, forecasts, warns, and promptly informs about the developments of natural disasters to proactively deploy response measures.

Departments, branches and sectors, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities in responding to natural disasters. Organize on-duty shifts seriously and regularly report to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Natural Disaster Response and Search and Rescue.
