APEC 2025: President Luong Cuong proposes 5 cooperation orientations

President Luong Cuong proposed five cooperation orientations to promote sustainable development, digital transformation and regional cooperation at APEC 2025.

According to a special correspondent of the Vietnam News Agency, on the morning of November 1 (local time), the second session of the 32nd Asia -Pacific Economic Cooperation (APEC) Leaders' Meeting took place in Gyeongju city, South Korea, with the participation of leaders and heads of delegations from 21 APEC member economies.

President Luong Cuong led a high-ranking Vietnamese delegation to attend the Conference.

With the theme “Preparing for a Future-Ready Asia- Pacific ,” the Conference affirmed the determination of APEC economies to build a resilient region, ready to face challenges, with sustainable economic growth and bringing benefits to all people.

In the context of the world and the region facing many fluctuations, with opportunities and challenges intertwined, the leaders emphasized the key role of APEC as the leading regional economic integration forum and an incubator and place to test innovative and breakthrough ideas.

Affirming the indispensable role of trade and investment in the development and prosperity of the region, APEC leaders pledged to continue promoting regional economic integration; enhancing connectivity in all three aspects: infrastructure-institutions-people exchanges; supporting the development of small and medium enterprises; promoting trade facilitation efforts, measures to enhance transparency and paperless trade, and supporting efforts to ensure self-reliant supply chains in the region and globally.

To prepare the region for digital transformation, the Conference agreed that achievements in science and technology and applications of artificial intelligence (AI) must aim to serve humanity.

The leaders encouraged economies to voluntarily share information on appropriate digital and information technology policies to accelerate regional economic cooperation; build a safe, trustworthy and accessible AI ecosystem; and invest in and develop energy-efficient and environmentally friendly infrastructure.

The conference reaffirmed the commitment to implementing the APEC Roadmap on digital economy and internet; enhancing members' capacity to participate in the digital transformation process through cooperation, training and capacity building; promoting cooperation to narrow the digital gap, ensuring that all people have access to and enjoy the benefits of digital transformation.

To jointly address challenges and share growth benefits, the Conference committed to strengthening cooperation to effectively respond to challenges such as energy security, food security, natural disasters and extreme climate events.

In particular, as the region faces demographic changes, leaders called for a collective, comprehensive, intergenerational approach to jobs, education, health and public finance to overcome challenges and unlock opportunities to promote development and growth for the Asia-Pacific region.

Speaking at the Conference, President Luong Cuong said the world is changing rapidly due to remarkable advances in science and technology, along with profound changes in culture, society and the environment, requiring APEC economies to proactively adapt and strengthen cooperation to seize opportunities and overcome challenges.

To adapt to the rapid development of AI and shape a more inclusive, sustainable and humane growth model, President Luong Cuong proposed five major cooperation orientations for APEC. Accordingly, APEC members need to form a common strategic vision on developing an innovation ecosystem and promoting a pioneering role in digital economic and AI governance, especially building necessary standards and rules to ensure a balance between the development motivation of enterprises and the legitimate rights of people and social progress as well as equal opportunities among economies.

In addition, APEC also needs to focus on building synchronous, sustainable infrastructure and a safe, reliable digital ecosystem for digital economic development in the region.
The President also affirmed the need for mutual trust - trust in cooperation to build a dynamic, modern, safe, happy and prosperous future for all people in the Asia-Pacific region.

Sharing Vietnam's viewpoint, President Luong Cuong emphasized that science, technology, innovation and digital transformation are the foundation for a new development stage associated with rapid and sustainable growth; and "innovation is the cause of all people, of the whole society, requiring the participation of all levels, all sectors, business communities of all economic sectors and all people."

At the end of the Conference, APEC leaders adopted the Gyeongju Declaration, affirming their strong commitment to jointly promoting new growth drivers, promoting the potential and strengths of the Forum, towards the goal of building an open, dynamic, self-reliant and peaceful Asia-Pacific community for the prosperity of all people and future generations.

The leaders also agreed to adopt the APEC Artificial Intelligence Initiative and the APEC Cooperation Framework on Demographic Change to promote cooperation in the face of new development trends in the region and the world.

The 32nd APEC Leaders' Meeting ended successfully.

APEC members warmly congratulated the Republic of Korea on successfully hosting the 32nd APEC Summit and APEC Year 2025, and congratulated China on assuming the role of host of APEC Year 2026./.
