[Audio] Implementing the Party Secretary concurrently being the Chairman of the People's Committee at the commune level: Why has the goal not been achieved?

Only 17%

Quang Phuc is the first commune in Tu Ky district to implement the model of Party Secretary concurrently being Chairman of the Commune People's Committee. Comrade Nguyen Van Thuoc, Party Secretary and Chairman of the Quang Phuc Commune People's Committee, said that since taking on the two positions, solidarity and unity in leadership, direction, and organization of tasks at the local level and within the Party Committee have been strengthened; the two tasks of leadership and management have been consistent. "The number of meetings has decreased significantly compared to before, while the work is still carried out promptly and effectively. For new issues, I always go directly to the site to monitor and grasp the situation so that together with the Party Committee, I can agree on appropriate and quick solutions," Comrade Thuoc shared.

Nam Sach District and Chi Linh City are two localities in Hai Duong where many Party Committee Secretaries are also Chairman of the People's Committees at the commune level. In Nam Trung Commune (Nam Sach), after more than 3 years of implementing the above policy, all work of the commune has been favorable and achieved many positive results. The commune has completed the criteria for building advanced new rural areas, 2 years earlier than the target of the Resolution of the Commune Party Congress for the 2020-2025 term. In 2021 and 2022, the commune ranked second and first in the district, respectively, in implementing administrative reforms. Nam Trung is also the leading commune in the district in classifying, collecting and treating domestic solid waste. Comrade Vuong Phuc Thanh, Head of the Organizing Committee of Nam Sach District Party Committee said: "Along with creating unity between the policies and resolutions of the Party Committee and the implementation of the People's Committee, the Party Secretary who is also the Chairman of the Commune People's Committee requires enhancing the role and responsibility of the heads of the Party Committee and the government".

Despite many advantages, the implementation of the policy of Party Committee Secretaries concurrently being Commune-level People's Committee Chairmen is still limited. Project No. 02-DA/TU on building a team of leaders and managers at all levels, especially leaders with sufficient qualities, capacity and prestige to meet the development requirements for the 2021-2030 period of the Provincial Party Standing Committee sets a target that by the end of 2025, the whole province will have at least 30% of Commune-level Party Committee Secretaries concurrently being Commune-level People's Committee Chairmen. However, currently, only 42 out of 235 commune-level administrative units (nearly 18%) in the province are implementing the above model, 16 units less than when Project No. 02-DA/TU was issued in August 2021.

Still difficult

According to leaders of many localities in the province, the most difficult thing in implementing the above policy is to select cadres with sufficient qualities, prestige and capacity to undertake the "2 in 1" work in the locality. In some places, when holding two positions, cadres often tend to perform the duties of Chairman of the People's Committee, while Party work is often assigned to the Standing Deputy Secretary of the Party Committee. In some places, cadres only have experience in Party work when working as Party Committee Secretary, so when taking on the additional role of Chairman of the People's Committee at the commune level, they are still confused and not proficient in the management and operation of the government.

Some places have implemented the above policy but when there was a change in personnel work, they could not continue to implement it. Comrade Vu Xuan Dat, Standing Deputy Secretary of Tu Ky District Party Committee, said that the people chosen to take on these two positions must be highly qualified, capable, and professional, able to oversee, manage, and handle work flexibly and scientifically .

Talking to some Party Committee Secretaries who are also Commune People's Committee Chairmen, holding two positions also causes a huge amount of work and pressure to be handled every day. Many leaders of type 2 communes proposed that the province study and consider adding 1 Vice Chairman of the People's Committee according to regulations to share the work of the government sector.

Along with the above reasons, the reality shows that the lack of determination and decisiveness in the arrangement and assignment of cadres by some district-level Party committees and authorities is also the reason why localities have not achieved the target of 30% of commune-level administrative units having Party Committee Secretaries who are also Commune-level People's Committee Chairmen. Hai Duong is implementing the arrangement of commune-level administrative units in the 2023-2025 period. Localities must review and develop plans to arrange the apparatus and cadres in units subject to arrangement, which also makes the implementation of the policy of Party Committee Secretaries who are also Commune-level People's Committee Chairmen more difficult in the coming time.
