Comrade Tran Duc Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee for Anti-Corruption and Negativity of Hai Duong province listened to the leader of the Provincial Party Committee's Internal Affairs Committee report on anti-corruption and negativity work at the regular meeting in May 2023 of the Standing Committee of the Steering Committee.
No holds barred
On February 1, 2021, right after the closing session of the 13th National Party Congress, I and hundreds of domestic and foreign journalists attended a press conference announcing the results of the congress chaired by General Secretary andPresident Nguyen Phu Trong (at that time, the General Secretary was still the President). At the press conference, answering reporters' questions about the fight against corruption in the coming time, General Secretary and President Nguyen Phu Trong affirmed that this is a long-term and arduous struggle. The Party will continue "relentlessly, without rest, regardless of who it is, with no forbidden areas" in the fight against corruption and negativity.
Since the press conference and also since the beginning of the term, drastic solutions and important results have clearly demonstrated the Party's high determination in the fight against corruption and negativity; affirming that the words and instructions of General Secretary Nguyen Phu Trong have come true. It is not "clique fighting and eliminating cadres" as the bad guys have spread, the fight against "internal invaders" has been led and directed by our Party in a drastic and comprehensive manner.
Typically, the establishment of the Provincial Steering Committee on anti-corruption and negativity in all 63 provinces and centrally-run cities is a breakthrough solution, gradually overcoming the situation of "hot above, cold below" and initially bringing positive results. The construction and completion of institutions, policies and regulations on power control and anti-corruption and negativity are also focused on by our Party. In particular, the "telling" figures from the beginning of the term until now continue to clearly show outstanding results and affirm that anti-corruption and negativity in our country "has no forbidden areas, no exceptions, regardless of who that person is and is not subject to pressure from any organization or individual".
According to the report at the National Conference summarizing 10 years of anti-corruption and anti-negativity work in the period of 2012-2022, from the beginning of the 13th National Congress term to May 2022, the whole country has prosecuted and investigated nearly 4,200 cases with 7,572 defendants for corruption, position and economic crimes, of which 455 cases with 1,054 defendants were prosecuted and investigated for corruption crimes. From January to May 2023 alone, the prosecution agencies nationwide prosecuted and investigated 1,099 cases with 2,411 defendants for corruption, position and economic crimes; 242 new cases were prosecuted with 864 defendants for corruption, an increase of nearly 2 times compared to the same period in 2022. Party committees and inspection committees at all levels have disciplined more than 100 party organizations and more than 3,600 party members. Of which, the Central Executive Committee, the Politburo, the Secretariat, and the Central Inspection Committee have disciplined 12 party organizations and 26 officials at the level of department directors and equivalent or higher, including 1 former member of the Party Central Committee, 3 chairmen and former chairmen of provincial-level People's Committees, and 2 generals.
Notably, since the beginning of the term, many large, complicated corruption and negative cases that have caused public outrage have been prosecuted, investigated or strictly handled. Typical examples include cases occurring at Viet A Company and related units and localities; cases occurring at the Vietnam Register and many local registration centers; cases occurring at the Consular Department, Ministry of Foreign Affairs and a number of related units; cases involving Van Thinh Phat Group Joint Stock Company; cases and incidents involving AIC Company and related units. The above cases have been strictly and thoroughly handled, showing that the fight against corruption and negative factors has truly entered all areas of social life and spread throughout the country. Regarding Viet A Company alone, by May 2023, the Ministry of Public Security said it had prosecuted 30 cases, involving 107 defendants, including high-ranking officials to provincial and district-level officials.
The Investigation Police Agency of Hai Duong Province Police prosecuted and temporarily detained Quach Van Hung for the crime of abuse of power while performing official duties in Trang Liet Commune (now Ke Sat Town, Binh Giang).
Hai Duong is one of the places where the heat of the “furnace” of corruption and negativity is directly felt. That is why cadres, party members and people in the province feel more clearly the strong determination of the Party in this fierce and challenging fight. In the cases related to Viet A Company, the Standing Committee of the Provincial Party Committee, the Party Committee of the Provincial People's Committee and a number of key cadres of the province were handled, disciplined and even prosecuted, causing great losses and difficulties, unprecedented in the history of the Provincial Party Committee. In the cases related to vehicle inspection activities, Hai Duong also had leaders and cadres at a number of vehicle inspection centers prosecuted and investigated for bribery.
Along with the heat spreading from major cases in the Central, the Party Committees and authorities in Hai Duong have been determined to prevent and strictly handle corruption and negative cases in the province. Since its establishment, under the leadership and direction of the Provincial Steering Committee for Anti-Corruption and Negative Cases, this work in Hai Duong has had many clear changes with many outstanding results. The Steering Committee has put 11 corruption and negative cases under surveillance. The strict handling of corruption and negative cases in the province has contributed significantly to tightening discipline and order, making the organization and apparatus clean, and strongly consolidating the trust of cadres, party members and people in the Party and the State. Typically, the Investigation Police Agency of Hai Duong Province Police prosecuted and temporarily detained 6 former officers of the Traffic Police - Order Team of Chi Linh City Police for the crime of abusing their positions and powers while performing official duties that occurred on February 4 in Chi Linh City. The Investigation Police Agency of Hai Duong Province Police prosecuted and temporarily detained Quach Van Hung, former Deputy Secretary of the Party Committee, Chairman of the People's Committee of Trang Liet Commune for the period 2011-2019 and former Standing Deputy Secretary of the Party Committee, Chairman of the People's Council of Ke Sat Town for the period 2019-2021; Tran Van Tuan, former civil servant of the People's Council - People's Committee Office, statistician, treasurer of Trang Liet Commune, for the period 2011-2016, for the crime of abusing his power while performing official duties that occurred in Trang Liet Commune (now Ke Sat Town, Binh Giang)...
Along with preventing corruption and negativity, the work of Party building and rectification, focusing on improving the quality and effectiveness of inspection, supervision and enforcement of Party discipline, has been focused on by Party committees at all levels in Hai Duong. Since the beginning of the term, Party committees at all levels in the province have inspected 2,601 Party organizations and 2,640 Party members; and supervised 1,411 Party organizations and 2,291 Party members. Party committees and inspection committees at all levels in the province have disciplined 14 Party organizations and 1,214 Party members, including 10 Party organizations reprimanded, 4 Party organizations warned; 962 Party members reprimanded, 145 Party members warned, 21 Party members dismissed, and 86 Party members expelled. Also through the inspection and supervision work, many officials under the Provincial Party Committee's Standing Committee who committed violations and shortcomings were strictly disciplined and transferred to other jobs, such as the Director of Hai Duong Traditional Medicine Hospital, Deputy Director of Hai Duong Provincial Post Office, Deputy Director of Hai Duong Electricity One Member Co., Ltd.
The reality in Hai Duong and the specific, clear results in recent times have demonstrated the spirit of “unanimity from top to bottom, and clarity across the board” of our entire Party and people in the fight against corruption and negativity. Theory and practice have both shown that, as General Secretary Nguyen Phu Trong affirmed at the 7th Conference (mid-term Conference) of the 13th Party Central Committee, “never before has the fight against corruption and negativity in our country been directed in such a strong, systematic, synchronous, drastic, and clearly effective manner as in recent times; leaving a prominent mark, creating high consensus in the whole society and consolidating and strengthening the trust of cadres, party members and people in our Party, State and regime”.
Putting aside the vulgar and distorted arguments, cadres, party members, people of Hai Duong and true patriots, international friends always firmly believe that under the correct and wise leadership of the Party headed by General Secretary Nguyen Phu Trong, the fight against "internal invaders" will continue to reap many results, making important contributions to building a clean and strong Party, worthy of the trust and love of the people.
