These contents have attracted the attention of voters and people nationwide because of the necessity and urgency of implementation. Especially the early implementation of these laws from August 1, 2024. This is also a session that records the volume of laws commented on and passed.

In the hallway of the National Assembly, delegates expect that the early implementation of these laws will overcome the shortcomings in land valuation, recovery, compensation, and resettlement support, which are the causes of officials being afraid of responsibility, avoiding, and not daring to do it. At the same time, it will create a legal corridor, free up land resources, promote the development of the real estate market, and accelerate the implementation of public investment projects, social housing, etc.

Delegate Nguyen Hai Dung ( Nam Dinh delegation): Record in the volume of laws commented on and passed

The issue of law making in this session takes up nearly 2/3 of the session's time. According to the plan, we will meet for 27.5 working days, that is, 55 working sessions, including 8 group discussions, 23 discussions in the hall, a total of 31 discussions on all laws. The number of working sessions is also very large compared to previous sessions.

When speaking about the draft laws, delegates commented that the draft laws had been carefully and meticulously prepared, with consultations with parties as well as assessments of the impact of policies and opinions from those directly affected by the draft laws.

From the chairperson to the National Assembly delegates who spoke, everyone thoroughly understood the viewpoint of law making that only those things that are ripe, clear, and confirmed to be correct by reality should be included in the law. This is a very correct and precise viewpoint of law making. The delegates were also determined that when assessing an issue that is not ripe, clear, or has not been tested by reality, they should not propose to include it in the law.

In this term, the viewpoint of law-making is very good. The draft laws that the Government submitted to the National Assembly are all very elaborate, methodical, and thorough.

The volume of laws discussed and passed at the 7th Session of the 15th National Assembly is almost a record ever. Notably, 4 laws were passed: Law amending and supplementing a number of articles of the Land Law No. 31/2024/QH15, Housing Law No. 27/2023/QH15, Real Estate Business Law No. 29/2023/QH15, Law on Credit Institutions No. 32/2024/QH15.

This is very flexible to meet practical requirements. Faced with the requirements of life, difficulties and obstacles of current laws in real estate business, investment projects, land use... The Government has discovered and, together with the National Assembly, passed those 4 laws and hopes that the laws will soon take effect so that businesses and people can enjoy the benefits that these 4 laws bring.

With the current law, an investment project takes 3-5 years in terms of procedures. So if these laws come into effect immediately, it will save 1 year, which is a very good thing. Saving 1 year will save a lot of effort, money, and time for people and businesses.

I appreciate the Government's sensitivity and concern for businesses and people. The fact that the National Assembly Standing Committee changed the meeting agenda and passed this law at the meeting also shows that the National Assembly accompanies the Government. Because it is an urgent requirement of life and the National Assembly wants the policies to be implemented soon, bringing value to people and businesses.

Delegate Tran Hoang Ngan (Ho Chi Minh City delegation): Legislative work has been given the most important position.

Right from the first sessions of the 15th National Assembly, we have had appropriate ways of working and clearly demonstrated the spirit of the National Assembly accompanying life and the Government, so we have increased the number of meetings like this very long session. This shows that legislative work has been given the most important position.

The world today is changing rapidly, uncertainly, risky, with many complex developments, severe climate change, and unusual natural disasters. These require our legal system to promote decentralization and delegation of power to promote the dynamism and creativity of localities. Therefore, this time, among the 11 laws passed by the National Assembly, all demonstrate the promotion of decentralization to localities.

Notably, a number of laws passed by the National Assembly in previous sessions such as the Land Law, Housing Law, Real Estate Business Law, etc., will continue to be adjusted in a favorable direction this time.

We have learned many lessons, and the National Assembly deputies have also seen the shortcomings in the legal system. When a law is promulgated, it may take some time before it is put into practice. Therefore, the recent law-making process shows that, in addition to the draft law, there are also draft decrees, even decisions and circulars. This will facilitate the law to be put into practice soon.

Delegate Pham Van Hoa (Dong Thap delegation): Three laws create momentum for the real estate market

I strongly agree with the Government's proposal to set the effective date for the 2024 Land Law, 2023 Real Estate Business Law, 2023 Housing Law, and the Law on Credit Institutions to take effect from August 1, 2024. Due to the practical requirements of the country, localities, businesses, and people, the laws should take effect 5 months earlier, instead of the effective date of January 1, 2025 as before.

In this revised law, I am interested in the new point that overseas Vietnamese are allowed to buy real estate like domestic Vietnamese. This is a very humane policy.

In addition, leasing land to build housing for low-income people will have a great impact on the real estate business activities of enterprises, creating favorable conditions for real estate business activities.

I think that pushing the effective date of these laws forward will receive social support, hopefully real estate business will be less difficult, the market will be more vibrant, instead of being quiet as it is now.

The three laws of Real Estate Business, Housing, and Land are closely related to each other, with the focus being on the Land Law. When these three laws are in parallel and come into effect at the same time, they will support each other. From there, it will create motivation for investors and real estate business activities. Especially, it is convenient in the land recovery stage, and adequate compensation according to market prices when implementing projects and needing to clear the site.

In addition, the law also specifically regulates the stabilization of resettlement and support for people's lives. The core importance of this Land Law is to ensure the rights of people whose land is recovered. Specifically, before the state recovers people's land, there must be a complete resettlement area, especially that resettlement area must be equal to or better than the old place of residence in terms of people's daily life and activities...

In particular, the Land Law issued this time has many specific support policies for businesses. For example, public service units are allowed to rent land and even mortgage assets attached to the land. I think this is a new point that needs to be promoted.

What I care about most is land acquisition, compensation, and resettlement support for people at market prices. This is a very positive point and will certainly be agreed upon and supported by the people. From there, the situation of people complaining after the state acquires land will be minimized.

Delegate Ly Thi Lan (Ha Giang delegation): The National Assembly has shown solidarity and sharing with the Government.

The draft amendments to the Land Law, the Real Estate Business Law, the Housing Law, and the Law on Credit Institutions have been pushed forward to take effect from August 1, 2024 instead of January 1, 2025. This is the first time the National Assembly has considered the Government's proposal to push forward the validity of the draft law.

The National Assembly deputies are very interested in and support the Government. The National Assembly has shown its solidarity and sharing with the Government. The National Assembly deputies and the National Assembly also requested the Government to provide full information and data, very specific assessments of the positive aspects and potential risks when pushing the effective date of the draft laws forward.

At the 7th session, the Government and ministries and branches gave a very thorough explanation to the National Assembly delegates about these contents during the discussion session in the hall. With this explanation, the National Assembly delegates are completely assured and confident in the determination, management, and preparation of the Government in preparing circulars and guiding decrees accompanying the draft laws, so that when the National Assembly presses the button to approve, the law will take effect and not have to wait for guiding documents.

The legislative work in the 7th Session is the hallmark of this 15th National Assembly term. The legislative workload is huge, passing 10 draft laws and 3 resolutions, and commenting on 11 draft laws. We also highly appreciate and acknowledge the drafting agencies and the Government for being very active, carefully preparing, with complete documents, and ensuring the time for submitting draft law documents in accordance with legal regulations.

The National Assembly's review agencies have prepared very actively and urgently, immediately started the review work, organized regular and continuous meetings of the Review Committee and the National Assembly Standing Committee. At the same time, the review agencies have continuously changed and adjusted the meetings to meet the deadline for completing the draft laws. The content of the law-making has achieved the set goal. That is to continue to complete the law-making system and meet the practical requirements.
