Proactively review, arrange synchronously and scientifically
Immediately after the policy of merging the administrative units of Tuyen Quang and Ha Giang provinces, Tuyen Quang province established Working Group No. 3 led by Comrade Nguyen Manh Tuan, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, to develop a plan to arrange offices, housing, vehicles, and equipment for the staff transferred from Ha Giang. This is an important preparation step to ensure the stability of the organization and the psychology of the staff during the transition period.
The departments and branches also quickly coordinated with the corresponding units of Ha Giang province to arrange a reasonable working place. Deputy Chief of Office of the Department of Industry and Trade, Mr. Pham Thanh Son said: For Ha Giang area, the department has proposed to the province to establish a representative office of the Department and the Market Management Department in Ha Giang in the first 5 years, in order to maintain the effectiveness of state management and create favorable conditions for officials working in the old locality.
To ensure the material facilities for the staff returning from Ha Giang to work, the Department of Agriculture and Environment has reviewed and at the same time prepared a plan to report to the Provincial People's Committee for implementation. In the immediate future, the Department will rearrange the departments and affiliated units to ensure the most reasonable, scientific and economical. On that basis, the Department also proposed to the Provincial People's Committee to allow the industry to requisition the material facilities of the merged units that are still redundant around the city area, ensuring that 100% of the staff returning from Ha Giang will have a stable place to work.
Mr. Tran Ngoc Thuy, Deputy Director of the Department of Finance, the unit assigned by the Provincial People's Committee to be the focal point for reviewing and reporting the current status of facilities, said: To solve the urgent housing problem, the province has made the most of existing facilities such as: Kim Binh Guest House, Tan Trao Guest House, Farmer's Association Guest House, Trade Union Guest House, Department of Finance's official residence... At the same time, many other locations such as the old specialized high school have been upgraded to arrange housing for officials. The province also plans to build a new official residence on the campus of the old specialized school with a scale of about 60 rooms, with the Department of Construction as the investor.
Synchronously and urgently participate
Tuyen Quang province clearly identified that arranging workplaces and accommodations for cadres, civil servants and public employees returning from Ha Giang is not a temporary task but a strategic task that needs to be prepared systematically, long-term and sustainably. This is a key step to ensure that the post-merger organizational apparatus operates smoothly and effectively, while stabilizing the mindset of the cadres during the transition period.
Faced with the fact that the number of transferred officials is large, while the public housing fund is limited, the province has proactively developed a plan to provide financial support for housing rental and transportation. However, the implementation process still faces some difficulties, notably legal issues. Specifically, the 2023 Housing Law does not have regulations on the arrangement of public housing for groups of officials who are not subject to the provisions of Article 45, leading to confusion in practical application.
Faced with such shortcomings, Tuyen Quang province has proactively proposed to the Prime Minister to consider and expand the beneficiaries of public housing in accordance with the actual situation after the merger. At the same time, it proposed that the Provincial People's Council issue specialized resolutions to specify support policies on housing and transportation for Ha Giang officials who have transferred to work.
At the second meeting of the Steering Committee for the merger of administrative units of Tuyen Quang and Ha Giang provinces on May 24, Comrade Ha Thi Nga, Secretary of Tuyen Quang Provincial Party Committee emphasized: Requesting the Working Group and agencies and units to continue to closely follow the tasks and implement work contents according to schedule. Arrange workplaces for 1,409 cadres, civil servants and public employees from Ha Giang to urgently implement, ensuring actual needs and conditions.
The Provincial Party Secretary also requested that all levels, sectors, agencies and units thoroughly grasp the spirit of urgent and serious work, not allowing any stage to be delayed, affecting the unification roadmap. In particular, the work of arranging leaders and managers must be carried out seriously, strictly, democratically, objectively and in accordance with legal regulations.
On the Tuyen Quang province side, all material facilities to serve the transferred staff are also being reviewed and prepared specifically according to each roadmap. The plans for arranging accommodation and workplaces are being implemented synchronously, ensuring living and working conditions suitable to the characteristics of each unit. Recommendations and proposals on the construction of public housing and support policies and mechanisms are also being urgently concretized into documents to soon be put into practice.
