Three groups of people are required to change to chip-embedded ID cards in 2023

The chip-embedded citizen identification card is a type of identification document of Vietnamese citizens, acting as a device for identification, identity authentication and a key to access citizen information in the national database system. It has the value of proving identity and allowing users to access many services that require a series of different documents.

Similar to the national identity card, the citizen identity card is also valid. However, instead of the national identity card being valid for 15 years, the citizen identity card is valid until a certain age, at which age people are required to change to a new citizen identity card.

Article 21 of the 2014 Law on Citizen Identification stipulates the age for changing citizen identification cards as follows:

- Citizen ID card must be changed when citizen is 25 years old, 40 years old and 60 years old.

- In case the citizen identification card is issued, changed or reissued within 2 years before the age specified in Clause 1 of this Article, it will still be valid until the next card change age.

Thus, when citizens reach 25 years old, 40 years old and 60 years old, they must change their citizen identification card.

As of 2023, people born in 1998, 1983 and 1963 will have become citizens at the age of 25, 40 and 60 respectively. Thus, people born in the above years are required to change to a new citizen identification card (ie a citizen identification card with a chip) in 2023.

However, if people born in the above years have changed to a new citizen identification card since 2021, they can continue to use this card until the age of the next card change. In particular, for people born in 1963 who have changed to a new citizen identification card since 2021, they will be able to use the card until they die.

Citizens born in 1998, 1983 and 1963 who were issued citizen identification cards before 2021 must switch to chip-embedded citizen identification cards.

Other cases requiring re-issuance of chip-embedded citizen identification cards include:

- The 9-digit ID card expires 15 years from the date of issue (guided by Section 2, Part II of Circular 04/1999/TT-BCA).

- Identity card/Citizen identification card is damaged and cannot be used.

- Change information about last name, middle name, first name; identification features.

- Redefine gender and hometown.

- There is an error in the information on the citizen identification card/ID card.

- Lost Citizen ID card/Identity card.

- Be able to regain Vietnamese nationality according to the provisions of the Law on Vietnamese Nationality.

Penalty for not changing expired citizen identification card:

According to Point b, Clause 1, Article 10 of Decree 144/2021/ND-CP and Article 23 of the 2014 Law on Citizen Identification, from 2022, failure to change citizen identification when it expires will be subject to a warning or a fine of 300,000 - 500,000 VND.
