The People's Committee of Bac Ninh province has just approved the cost estimate for the 1/500 scale detailed planning to convert Phong Khe ward into an urban, commercial, service and logistics area. The total estimated cost is over 2.59 billion VND from the State budget (balanced by Bac Ninh city) and other legal capital sources (if any).

The People's Committee of Bac Ninh province assigned the People's Committee of Bac Ninh city to be responsible for arranging capital sources to ensure implementation costs to meet requirements on progress and quality on the basis of ensuring compliance with legal regulations.
Along with that, the People's Committee of Bac Ninh city inspected and reviewed the components of the topographic survey work to serve the work of making the detailed planning project at a scale of 1/500 to convert Phong Khe ward into an urban, commercial, service and logistics area according to the law on surveying, planning, and construction related to planning work to determine the components of work that need to be supplemented to serve the planning work.
The People's Committee of Bac Ninh city shall contact the Department of Natural Resources and Environment to update, survey, supplement, and correct topographic maps for planning purposes; determining the costs of exploiting and using survey data and maps must comply with current regulations on determining and managing survey costs for planning purposes.
The People's Committee of Bac Ninh province requests the People's Committee of Bac Ninh city to perform the responsibility of the investor in organizing the establishment, appraisal, and approval of the Topographic Survey Task, the technical survey plan, and the survey package price; organizing the establishment, appraisal, and approval of the package price as the basis for selecting consulting contractors, ensuring cost savings and avoiding loss and waste.
The Department of Construction and related departments and branches, according to their functions and tasks, coordinate and guide the People's Committee of Bac Ninh city to develop a detailed plan at a scale of 1/500 to convert Phong Khe ward into an urban, commercial, service and logistics area in accordance with the provisions of law.
The conversion of Phong Khe ward into an urban, commercial and logistic service area is considered a solution to completely handle the environmental pollution of the paper craft village, which has existed for decades. Recently, Bac Ninh province has taken drastic measures to handle the environmental pollution of the craft village in Phong Khe ward. Up to now, 224 paper production and trading establishments in Phong Khe ward have submitted applications to voluntarily stop operations.
Currently, 100% of paper production facilities and enterprises in residential areas in Phong Khe ward have stopped operating. At the regular meeting of the People's Committee of Bac Ninh province in December 2024 held on December 18, 2024, Mr. Vuong Quoc Tuan - Alternate member of the Party Central Committee, Chairman of the People's Committee of Bac Ninh province requested Bac Ninh city to complete the inspection of all facilities in Phong Khe Industrial Cluster 1, 2 before December 30, any facility that does not meet the conditions will stop operating to create fairness in the implementation process.
