
Specifically, an emergency situation has been declared regarding the overflow, bubbling, seepage, and landslide of the left embankment of Cau Bridge (located in Hop Thinh commune, Xuan Cam commune, and Van Ha ward) at the following locations: K26+300; K26+950 - K27+000; K30+000 - K30+900; K53+500 - K53+530; K54+030 - K54+050.
The right embankment of Cau River (located in Tam Giang, Yen Phong, Yen Trung, Nhan Hoa, Que Vo, and Dao Vien communes) has experienced incidents of overflow, bubbling, seepage, and embankment slope erosion at the following locations: K37+600 - K37+700; K31+200; K30+740 - K31+450; K35+950 - K36; K37+000 - K37+250; K37+800 - K37+850; K30+900; K38+800; K39+020; K43+100 - K43+400; K50+500; K53+960; K54+520; K56+400; K57+400; K57+900; K59+950; K65+550 - K65+600; K72+100; K73+800; K74+300; K75+300; K77+800; K78+450; K80+250 - K81+000.
On the right bank of the Cau River, an emergency situation has been declared regarding the dike breach at Doi Han, Kinh Bac ward, specifically the section from K57+600 to K58+700.
Additionally, an emergency situation was declared due to flooding affecting the entire Duong Duc Pumping Station (My Thai commune) and locations along the Thuong River dykes in the following localities: Tan Tien, Duc Tho, Tan Lieu, Phu Khe, My Ha, Tien Luc, Dao My, Nghia Hoa, Nghia Hung, Duong Duc, and Lang Son.
On the Ca Lo River in Tam Giang commune, a localized overflow incident was reported on the dike surface between K13+200 and K13+500, along with significant seepage along the entire 6.25 km dike.
The Chairman of the People's Committee of Bac Ninh province assigned the People's Committees of Hop Thinh, Xuan Cam, Van Ha, Tam Giang, Yen Phong, Yen Trung, Nhan Hoa, Que Vo, Dao Vien, Kinh Bac, Phuc Hoa, Tan Yen, Da Mai, Tien Phong, Bac Giang , My Thai, Tan Tien, Tien Luc, and Yen Dung communes and wards to preside over and coordinate with relevant agencies and units to urgently organize and implement the plan according to the "4 on-the-spot" principle.
Accordingly, local authorities immediately mobilized materials, equipment, and personnel to handle the incident from the outset, continuing to reinforce, address, and closely monitor developments to prevent the incident from escalating or becoming more complex. For dike breaches (on Class III-I dikes), further reinforcement and height increase were implemented to ensure safety.
For incidents involving bubbling or turbid water, a reverse osmosis filter layer should be installed according to the agreed-upon plan to ensure that the water discharged is clear upon completion. For incidents involving clear water, increased monitoring is required to address any changes to turbidity immediately, and the situation should be closely followed.
For embankment slope collapse incidents, a unified plan is needed to rebuild the collapsed sections and cover cracks to limit water inflow and prevent the incident from escalating. For culvert and embankment incidents that have already been addressed, close monitoring is necessary to ensure immediate action is taken when further incidents occur.
The Chairman of the People's Committee of Bac Ninh province also directed the Department of Construction, the Provincial Military Command, the Provincial Police, and other relevant agencies and units, according to their functions and duties, to coordinate and guide the People's Committees of communes and wards in the implementation process.
