Heavy damage
Typhoons No. 10 and 11, along with prolonged heavy rains and flooding, caused serious damage in Bac Ninh province. Hundreds of factories and shops were deeply submerged; much machinery, equipment, raw materials, and goods were severely damaged.

According to preliminary statistics, 139 businesses and households across the province have reported initial losses to the Tax authorities, with a total estimated value of approximately 219 billion VND. Specifically, in the area managed by Tax Branch 3 of Bac Ninh province, 49 businesses were affected, with total losses estimated at around 114.9 billion VND, concentrated in heavily flooded communes such as Tam Tien, Dong Ky, Bo Ha, Phuc Hoa, and Ngoc Thien.
According to the Provincial Business Association, the damage extends beyond material losses to include disruptions to the supply chain, affecting the production and business operations of many enterprises.
Nguyen Viet Hung, Director of QT Textile and Garment Co., Ltd. (Yen The commune), said the company suffered losses of over 8 billion VND, including raw materials, finished products, and machinery. In addition, the company had to cancel orders and halt production for nearly 20 days. “Currently, we are mobilizing all our personnel to clean up the factory, repair equipment, and reuse any usable fabric. One sewing line has resumed operation, and we expect production to stabilize by the end of October,” Mr. Hung said.
In a similar situation, Bo Ha General Hospital (Tam Phuc Medical Joint Stock Company, Bo Ha commune) was completely submerged by rising floodwaters. Mr. Nguyen Van Huy, Deputy Director of the hospital, said that many valuable pieces of equipment, such as CT scanners, MRI machines, and X-ray machines, worth approximately 12 billion VND, were damaged. The hospital is urgently repairing the equipment and arranging transportation to other medical facilities for temporary imaging.
Many businesses were also severely affected by the storm and floods. For example, Mr. Luong Van Khoi (Phuc Hoa commune), the owner of a business selling gypsum, industrial wood, and decorative materials, suffered losses of approximately 200 million VND due to his goods being submerged when the floodwaters rose too quickly.
Focus on implementing support policies.
Immediately after the floodwaters receded, the Bac Ninh Provincial Tax Department quickly disseminated information and provided guidance on tax support policies for organizations, individuals, and businesses affected by the natural disaster. Local tax offices were instructed to assess the extent of the damage, guide taxpayers in preparing applications for tax exemptions, reductions, and extensions of tax and land rent payments in accordance with regulations. Simultaneously, they coordinated with relevant agencies to determine the value of the damage and process applications promptly and transparently.

Current support policies include: Full exemption if property damage exceeds 50% of the taxable value; 50% reduction for non- agricultural land use tax if damage is between 20-50%; full exemption for losses of 40% or more (for agricultural land and aquaculture); halving of land rent if businesses have to cease operations to mitigate the consequences. Businesses, households, and individuals are eligible for a maximum 30% reduction in excise tax, exemption or reduction of resource tax; extension of value-added tax and personal income tax payment deadlines until December 31st, with other taxes potentially extended for up to two years if damage is severe. Procedures have been streamlined for easier access for the public.
Mr. Dinh Van Phi, Deputy Head of Tax Office 3 in Bac Ninh province, said: “We have sent open letters and instructions on compiling damage statistics to each locality, and assigned officers to support businesses in recovering records and documents. Tax officers have been instructed to provide the highest level of service, ensuring that files are processed quickly, accurately, and efficiently.”
Timely support policies have helped businesses and households alleviate financial burdens and quickly restore production. This is not only about sharing material resources but also demonstrates the State's spirit of companionship and humanity during this difficult period. As many business owners shared after the natural disaster: Although they lost a lot, they still have hope. The State's timely attention and support policies are the greatest encouragement helping businesses overcome difficulties, stabilize production, and return to a growth trajectory.
According to Mr. Do Cong Tien, Head of the Bac Ninh Provincial Tax Department: Currently, the Bac Ninh Tax Department is continuing to compile damage reports to advise on appropriate support measures. Taxpayers only need to submit a written request along with a damage assessment report prepared by the business or competent authority. Based on that, the tax authority will guide them, complete the necessary documents, and issue decisions on tax exemptions, reductions, and extensions for land rent.
Despite facing many challenges, most businesses and households have made efforts to return to their factories and facilities to clean up, repair, and restart production. Their belief in the government's support, especially the humane and timely tax policies, is a major driving force helping them quickly return to a growth trajectory.
