To promote digital transformation in administrative procedure settlement, facilitate people and businesses, save costs and time, the Chairman of the Provincial People's Committee assigned the Department of Finance to deploy digital signature of file settlement results for all administrative procedures in the field of business registration in the province from October 20, 2025. In case of technical problems, the Department of Finance will sign paper copies or issue certified copies printed from the system.

At the same time, request departments, branches, sectors, People's Committees of communes, wards and agencies and units of the province to reuse the digital signature of the results of handling administrative procedures for business registration issued by the Department of Finance for use in the process of handling administrative procedures and other work related to people and businesses of the agency or unit, and not require businesses to submit a paper copy of the results of handling business registration documents to replace the digital signature.
At the same time, review and report to the Provincial People's Committee and competent authorities to direct the handling of problems and amendments when using digital signatures of business registration results in the process of handling administrative procedures and other related work of citizens and businesses in areas under their authority to ensure consistency and efficiency in state management and create the greatest convenience for people and businesses.
Agencies and units also need to promote propaganda to all cadres, civil servants, public employees, organizations, individuals and businesses about using digital signatures of results of handling administrative procedures for business registration issued by the Department of Finance instead of paper copies.
Assign the Department of Justice to preside over reviewing and advising on the implementation of the 2024 Notarization Law and related legal regulations, including studying the content of notarization and certification of administrative procedure results as digital signatures, ensuring uniform implementation throughout the province.
Bac Ninh Newspaper and Bac Ninh Radio and Television Station promote the implementation of digital signature of results of administrative procedure settlement in the field of business registration, contributing to promoting comprehensive digital transformation.
Propose that the State Bank Branch Region 12 direct commercial banks in the province to reuse digital signatures in specialized procedures, not requiring businesses to submit paper copies.
