Waste sorting at source: Requires coordinated efforts.

Waste sorting at source (SWS) is a regular task for the entire political system; this activity must be disseminated to Party members throughout the provincial Party committee and widely publicized among the people; Party committees, government agencies, the Fatherland Front, and political and social organizations must focus on leading and directing its serious and effective implementation… These are the contents of the newly issued directive of the Provincial Party Standing Committee.

This reduces the burden of waste disposal while promoting a circular economy , improving the living environment, and fostering a civilized lifestyle.

A regular task for the entire political system.

In early December 2025, Comrade Ton Ngoc Hanh, Standing Deputy Secretary of the Provincial Party Committee, signed and issued Directive 02/CT-TU of the Provincial Party Standing Committee on strengthening the leadership of Party committees in implementing the sorting of household solid waste at source and the collection, transportation, and treatment of sorted household solid waste in the province. This is a continuation and enhancement of Directive 54-CT/TU issued in 2020 by the Provincial Party Standing Committee, in the context of increasing waste generation and the increasingly urgent need for environmental protection.

According to the Provincial Party Committee's assessment, after four years of implementing Directive 54, many positive results have been recorded. These include 44% of households (in the former Dong Nai province) having implemented waste sorting and treatment; approximately 221 tons of waste are sorted and processed on-site daily through recycling, reuse, or composting. Investment in and improvement of transfer stations, collection vehicles, and enhanced monitoring of waste treatment have also significantly reduced transportation and processing costs for the budget.

Nevertheless, the infrastructure for sorting, collecting, transporting, and processing waste remains inadequate, especially in remote areas and border regions in the northern part of the province. In these areas, temporary landfills exist, negatively impacting the environment and aesthetics; awareness of waste sorting among residents and some organizations is still low; and inspection and monitoring efforts remain limited.

To ensure synchronized and effective implementation throughout the province, the Provincial Party Standing Committee issued the aforementioned Directive No. 02 and requested its dissemination to all Party members and widespread public awareness campaigns to create a synchronized transformation towards a green, clean, and sustainable living environment.

The directive focuses on implementing six key tasks, emphasizing: strengthening the responsibility of heads of Party committees and government; making waste sorting and plastic waste control a regular task of the entire political system; standardizing waste collection and transportation methods; expanding the collection network to remote areas; investing in modern processing technologies such as waste incineration for electricity generation; applying sanctions to households and organizations that do not sort waste; and strengthening propaganda and replicating waste sorting and recycling models in the community.

Previously, at the end of November 2025, the Provincial People's Committee issued Document 10614/UBND-KTN on the implementation of the "Effective Public Mobilization" model for sorting recyclable and reusable solid waste throughout the province. The plan assigned the Provincial Women's Union to lead and coordinate with the Provincial Youth Union to guide and mobilize members, union members, and the public to participate; and to propose appropriate communication content. Departments, agencies, and organizations were tasked with continuing to encourage exemplary participation from officials, civil servants, union members, and association members, and to transfer recyclable waste to the effective public mobilization groups. Commune-level People's Committees were responsible for disseminating information and encouraging households to register for implementation.

So that every citizen knows and implements it.

Prior to the Provincial Party Committee and the Provincial People's Committee issuing the above directives, in October and November 2025, the Department of Agriculture and Environment organized more than 12 training courses on waste sorting and storage and environmental protection communication skills for communicators in 95 communes and wards; high school teachers and continuing education centers. These training courses aimed to improve communication skills, provide professional training on waste sorting and storage, and guide the handling of non-compliance with waste sorting regulations.

Currently, the province generates an average of about 2,677 tons of solid household waste per day. Of this, approximately 79% is collected and processed according to regulations; the remainder is not collected and processed in accordance with regulations.

At the conference reviewing the results of tasks implemented after 5 months of provincial consolidation, held at the end of November 2025, Mr. Nguyen Tuan Anh, Member of the Provincial Party Standing Committee and Director of the Department of Agriculture and Environment, stated: Waste collection and disposal activities in the past period have significantly reduced the amount of waste that needs to be transported to treatment facilities, thereby saving budget costs. The review and upgrading of transfer stations and waste receiving points have also been implemented according to schedule; collection units have invested in new and renovated vehicles to meet regulations; and inspection and supervision of waste collection, transportation, and treatment activities have been strengthened to promptly detect and handle violations.

According to Comrade Nguyen Tuan Anh, these results contribute to raising awareness among people and organizations; gradually forming the habit of sorting waste, reducing pressure on the treatment system, and building people's trust in the Party's leadership in environmental protection.

In the coming period, the Department of Agriculture and Environment will continue to strictly manage waste collection and treatment, minimizing the impact on people's lives; at the same time, it will proactively work with localities and relevant units to coordinate the volume of waste to treatment areas appropriately; and guide commune-level People's Committees to implement recycling and reuse models after sorting to reduce the amount of waste that needs to be treated. The Department will also advise the Provincial People's Committee on a plan to handle temporary landfills in the northern part of the province and issue a unified regulation on the management of household solid waste throughout the province.

Deputy Director of the Department of Agriculture and Environment, Tran Trong Toan, shared: The Resolution of the First Provincial Party Congress, term 2025-2030, sets the goal of achieving 97% of urban waste and 90% of rural waste collected and processed according to standards by 2030. One of the key solutions is to strengthen the planning and implementation of waste recycling and reuse. This will reduce the pressure on waste collection, processing, and landfilling into the environment.
