Departments, agencies, and localities in the province have made many efforts in implementation, especially in completing investment procedures, land clearance, urging contractors to carry out construction, and making payments and disbursements. However, the disbursement progress of public investment capital and national target programs in some agencies, units, and localities is still low and has not met the requirements; many projects are behind schedule, and the volume of work completed and the value of disbursements are not commensurate with the allocated time and capital plan.

As of October 21st, the entire province had disbursed 11,754,388 billion VND, reaching 57.6% of the plan. Of this amount, the disbursement of allocated capital for the year reached 10,839,704 billion VND, equivalent to 71.8% of the plan assigned by the Prime Minister .
The Chairman of the Provincial People's Committee highly appreciated and commended the agencies and units that achieved positive results in disbursing public investment capital by October 21st, demonstrating a sense of responsibility and decisiveness in direction and management. Specifically, for provincial-level units, these include the investment and construction project management boards of: Luong Tai (91.6%); Tan Yen (83.1%); Yen The (72.7%) and the Bac Ninh Provincial Civil and Urban Development Board No. 1 (79.2%), and the Provincial Police (78.5%). For commune-level units, these include: Viet Yen (96.7%), Nhan Thang (96.7%), Dong Cuu (96.4%), Gia Binh (91.6%), Phu Khe (91.5%), and Tam Son (90.4%).
At the same time, criticism was leveled against units with low disbursement rates, including the Project Management Boards for Investment and Construction: Luc Ngan (11.9%); Gia Binh (18.1%); Chu (33.3%) and Bac Ninh Province No. 1 Project Management Board for Transportation and Agriculture (28.3%), Bac Ninh Province No. 2 Project Management Board for Civil Construction and Urban Development (32.5%). Communes and wards included: Bien Dong (3.1%), Sa Ly (16.7%), An Lac (18.3%), Tien Phong (19.5%), Bao Dai (21.1%), Hap Linh (22.7%), Dong Phu (25.9%), Luc Nam (27%), Son Dong (28.1%), Hiep Hoa (28.9%). Units that have not yet reported disbursement results include: Thuan Thanh, Tam Tien, Nha Nam, and Tien Du.
The Chairman of the Provincial People's Committee requested that agencies, localities, project management boards, and investors with low disbursement rates and those that have not yet reported disbursement results seriously review the collective and individual responsibilities of those involved, clarify the reasons for the slow disbursement, propose specific solutions to overcome the problem, and report the results to the Department of Finance before October 26th for compilation and reporting to the Chairman of the Provincial People's Committee before October 28th, 2025.
The Department of Finance is tasked with compiling and urging units and investors to accelerate disbursement progress, reporting weekly (detailing the amount of capital disbursed each week for each investor), proposing commendations and criticisms, and reporting to the Provincial People's Committee and the Chairman of the Provincial People's Committee as required. Party Committees and Party Secretaries of communes and wards should strengthen leadership and guidance on investment capital disbursement, accelerate project progress, and direct weekly meetings to monitor disbursement progress. This should be considered a crucial political task in the remaining months of 2025 for the locality, ensuring strict implementation of directives from the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee regarding public investment capital disbursement in 2025.
The Department of Internal Affairs is tasked with compiling and advising the Chairman of the Provincial People's Committee to consider the disbursement results as one of the criteria for evaluating and ranking the performance of heads of agencies, units, and localities in 2025.
