The Regulations stipulate the principles, forms and contents of coordination between agencies and units in handling foreign adoptions in Bac Ninh province. In particular, coordination must be carried out regularly, closely, promptly, in compliance with the provisions of law on foreign adoptions and international treaties on adoption to which Vietnam is a member.

Coordination in resolving adoptions involving foreign elements is carried out on the basis of the functions, tasks and powers of agencies and units; ensuring suitability and consistency in resolving adoptions involving foreign elements; clearly defining the roles, responsibilities and powers of the presiding agency and coordinating agencies.
The coordination includes reviewing and finding adoptive parents for children; verifying abandoned children's records; consulting on adoption of abandoned children; confirming that children are eligible for adoption by foreigners; introducing children in foster care facilities for adoption by foreigners; managing and using costs for settling foreign adoptions and ensuring funding for settling adoptions.
The Department of Justice is responsible for taking the lead in receiving and examining records, collecting opinions from relevant people and completing procedures for deciding to allow Vietnamese children to be adopted by foreigners; registering and organizing the handover of foreign children for adoption. Managing and notifying the list of children in the province who need to find a replacement family; receiving registrations for adoption needs of citizens according to authority. Guiding, monitoring and urging the People's Committees at the commune level in reviewing, evaluating and resolving adoptions for abandoned children, orphans of both parents, and children without a place to rely on who are being temporarily raised or cared for by individuals, families and organizations according to the provisions of law.
At the same time, prepare content, organize regular or ad hoc inter-sectoral meetings or exchange written inter-sectoral opinions to ensure the effectiveness of the work of resolving adoptions involving foreign elements in the locality. Urge, monitor, and evaluate coordination work; preside over and coordinate with relevant agencies and units to organize meetings to summarize, review, and evaluate the results of the implementation of the Regulations, and report the results to the Chairman of the Provincial People's Committee. Coordinate the implementation of contents related to resolving adoptions involving foreign elements in accordance with the provisions of law.
The Department of Health shall take the lead in urging and guiding foster care facilities to review and assess the need for adoption of abandoned children, orphans, and children without support living in foster care facilities and establish records of children. Review and assess the capacity of public and non-public social assistance facilities in the area to strengthen the work of resolving adoption in the province. Direct foster care facilities to assess the need for adoption of children living in foster care facilities; establish records of children to be adopted by foreigners. Create conditions or report to competent authorities to create conditions for adoptive parents to contact and get acquainted with children when coming to Vietnam to adopt children according to the provisions of law. At the same time, coordinate the implementation of contents related to resolving adoption with foreign elements within the scope of the sector and management field at the request of agencies and units in accordance with the provisions of law...
