Ms. Ha Thi Ngoc Yen, Secretary of the Bac Yen District Party Committee, said: The district has established a Steering Committee with 5 working groups, headed by members of the Standing Committee of the District Party Committee, to directly inspect and direct at the grassroots level. The process of reviewing and evaluating the current housing situation and support needs is strictly implemented in 3 steps: Village level meetings, reviews, and classifications; commune level appraisal according to criteria; district level approval and issuance of decisions on financial support. The district prioritizes support for policy households, relatives of martyrs, poor and near-poor households, lonely elderly people with no place to rely on, and households with special difficulties.
Through screening, the district has 161 households with housing difficulties, in 14/16 communes and towns that need support for new construction, with a support level of 60 million VND/house, total cost of over 9.6 billion VND. On that basis, the district has made a detailed plan, assigned tasks to specialized departments, communes and towns, and set a goal of completing the elimination of temporary and dilapidated houses before April 30, 2025.
In addition to the support source according to the province's regulations, Bac Yen district has balanced the budget to save 5% of regular expenditure in 2024 and mobilized nearly 1.5 billion VND from socialized capital to eliminate temporary and dilapidated houses in this period.
In addition, the highland localities mobilized military forces, police, militia, union members, and members of organizations to participate in 2,398 working days, contributing nearly 20 million VND to buy essential items and construction materials to support people in building houses. Some communes also guaranteed to advance materials so that people could build on schedule. Inspections and supervision were carried out regularly, promptly urging, ensuring quality and progress, helping households soon have new houses.
Ms. Hoang Thi Hue, Secretary of the Bac Yen District Youth Union, shared: Together with the authorities at all levels in the district, Bac Yen youth also contributed their efforts to eliminate temporary and dilapidated houses in the district. 16 volunteer teams with more than 400 members were established to support working days and donate and support construction materials to help 18 families in need.
In Pac Nga commune, there are 26 households in need of housing support. By early April, temporary and dilapidated houses had been cleared. Mr. Lo Van Hao, Secretary of Pac Nga commune Party Committee, informed: We have socialized 267 m³ of sand to support poor households; the villages mobilized youth union members, relatives, and loved ones in the village to help households build houses.
Mrs. Dinh Thi Dieu, Na Sai village, Pac Nga commune, is nearly 70 years old this year, living alone in a dilapidated, makeshift house. Thanks to the support of the commune and village, her new house was completed at the end of March. Mrs. Dieu emotionally said: I thank the Party, the State and the officials very much.
By April 15, Bac Yen district had completed the removal of temporary and dilapidated houses, 15 days ahead of schedule, demonstrating the determination and efforts of the Party Committee and authorities at all levels in the district. This is not only material support, but also a source of spiritual encouragement, giving people more strength to rise up from poverty and stabilize their lives.
