Previously, in Decision No. 2279/QD-TTg dated October 17, 2025, the Prime Minister appointed Major General Tran Van Luong, Commander of Coast Guard Region 4, Vietnam Coast Guard, to hold the position of Deputy Commander and Chief of Staff of Vietnam Coast Guard; in Decision No. 435/QD-BQP dated October 27, 2025, the Minister of National Defense appointed Colonel Dao Ba Viet, Deputy Chief of Staff, Vietnam Coast Guard, to hold the position of Commander of Coast Guard Region 4, Vietnam Coast Guard.

After listening to the report presented by the representative of the Coast Guard Region 4 Command, through the handover minutes and comments, Major General Le Dinh Cuong, Commander of the Vietnam Coast Guard, agreed with the handover contents. On behalf of the Standing Party Committee and the head of the Vietnam Coast Guard Command, he acknowledged and commended the outstanding results and achievements that the Coast Guard Region 4 Command has achieved in the past time, including the strong impression and important contribution of Major General Tran Van Luong in his position as the head.
