The information is stated in the draft Decree on management and use of funds collected from administrative fines for violations of road traffic order and safety and auction of license plates after payment to the State budget, recently submitted to the Government by the Ministry of Public Security .
According to the Ministry of Public Security, the money to support informants of traffic violations is a "very important" level of spending that is being applied in advanced countries around the world . In Vietnam, the traffic police force uses software to receive information from citizens as a basis for fines. If this policy is applied, each citizen will be a link in the chain supporting the traffic police to ensure traffic order and safety.
The Ministry of Public Security added that the payment of costs for supporting the "purchase" of information must have full documents according to regulations. In cases where the name of the provider needs to be kept secret, the payment of the purchase cost is based on a payment slip with full signatures of the person directly paying the money, the cashier, and the accountant.
In this draft decree, the Ministry of Public Security proposed to build a budget corresponding to 85% of the amount collected from administrative fines for violations of road traffic order and 30% of the amount collected from vehicle license plate auctions.
15% of the amount collected from fines for violations of road traffic order in the previous year is budgeted for the People's Committees of provinces and cities. The Ministry of Finance is responsible for submitting this 15% to the competent authority for budget allocation.

In particular, the Ministry of Public Security proposed to provide compensation for soldiers directly involved in maintaining traffic safety at night of no more than VND200,000/person/shift, with a maximum of 10 shifts per month. Other local forces directly involved in ensuring traffic safety will receive compensation of no more than VND100,000/person/day; for night shifts, compensation of no more than VND200,000/person/shift and a maximum of 10 shifts per month.
With the remaining 15%, localities plan to use it to visit and support traffic accident victims, families of those who died in particularly serious cases, and seriously injured victims; reward groups and individuals with outstanding achievements; provide allowances for night work and overtime for traffic safety forces; resolve traffic congestion, overcome accident consequences, rescue, etc.
The Ministry of Public Security - the unit in charge of drafting the decree, said that from 2022 onwards, the Ministry of Public Security will be allocated a budget from collecting administrative fines for traffic violations from 70 to 79%. The last time was in 2023, the Ministry of Public Security was allocated 79%. In 2024, the Ministry of Public Security will be allocated a budget of 85% of the amount of traffic fines.
The police sector believes that there is currently no "full, clear, comprehensive" document on the management and use of funds collected from administrative fines for road traffic violations and vehicle license plate auctions. This has caused many difficulties in practice, while the Ministry of Public Security is focusing resources on modernizing facilities and equipment for traffic police, but regular and investment expenditures are very limited.
Furthermore, the level of night shift allowance for officers and soldiers directly working to ensure traffic order and safety is still low, not suitable for the actual situation to compensate for the health of serving this force.
