There have been no traffic violations in Hai Duong punished by the commune-level police.

Circular 73/TT-BCA dated November 15, 2024 of the Ministry of Public Security regulating the patrolling, control and handling of violations of the law on road traffic order and safety by traffic police will take effect from January 1, 2025. Notably, according to this circular, commune police are allowed to patrol, control and handle violations on commune and village roads under their management. When detecting drivers of motorbikes, mopeds and rudimentary vehicles committing violations of the law, commune police will handle them according to regulations.

After more than 1 month of Circular 73 taking effect, as of February 4, Hai Duong has not recorded any cases of traffic safety violations punished by commune-level police.

During this period, the commune-level police force will step up propaganda andeducation on laws on security, order, traffic safety, and new related legal documents applied from January 1, 2025 so that local people can clearly understand and comply, and at the same time proactively patrol, promptly detect, and strictly handle violations related to the fields of security, order, and traffic safety.

According to Article 30, Circular 73, the commune police are allowed to patrol, control, and handle violations on commune and village roads under their management. When detecting drivers of motorbikes, mopeds, and rudimentary vehicles committing violations of the law as prescribed, such as: not wearing helmets, carrying too many people, carrying bulky goods, or exceeding the prescribed size limit; stopping or parking the vehicle in violation of regulations; weaving, swerving; pulling or pushing other vehicles or objects; not being of legal age to operate a vehicle as prescribed..., they will be handled according to regulations.

In the process of resolving and handling the above violations, if other violations are discovered, they will be handled according to authority. If the sanctioning authority is exceeded, a record of the violation will be drawn up and reported to the competent authority to issue a sanctioning decision.
