Online drug sales must publicly disclose practice certificates and consultant phone numbers.

On e-commerce applications or platforms, pharmaceutical businesses must fully post information about their business certificates as well as information about the drugs and the pharmaceutical practice certificates of the person in charge of professional expertise.

On June 29, the Government issued Decree 163, detailing a number of articles and measures to organize and guide the implementation of the Law on Pharmacy. This Decree takes effect from July 1, 2025.

A notable point of the decree is the detailed regulations on pharmaceutical business activities via e-commerce, especially related to information disclosure, legal responsibilities and specific requirements on packaging of goods.

Specifically, according to this decree, pharmaceutical business establishments must fully post information about the certificate of eligibility for pharmaceutical business (name, address, number, date of issue, issuing authority).

Information on the pharmacy practice certificate of the person in charge of professional responsibility (full name, certificate number, date of issue, issuing authority) must also be clearly disclosed.

This information must be displayed on the application, sales website, or booth on the e-commerce trading floor.

In particular, information about the drug (name, registration number/import license, ingredients, dosage form, packaging, expiry date, manufacturer, uses, indications, contraindications, dosage, directions for use, precautions for use and actual images of the product) must be posted in a separate section and must not be mixed with information about other products that are not drugs.

All information and images posted must be presented fully, clearly, in a visible and easy-to-read location. Pharmaceutical businesses must be responsible for the accuracy and legality of the information and images posted.

For establishments organizing chain pharmacies, the posted information must include both information of the establishment organizing the chain and of each pharmacy in the chain participating in e-business.

Establishments selling drugs and pharmaceutical ingredients are responsible for providing certificates of eligibility for pharmaceutical business and information on registration for circulation or import licensing of drugs and ingredients to e-commerce trading floor service providers so that they can conduct inspection and supervision before allowing registration for service use on the trading floor.

For retail sale of drugs to customers, the shipping package must include the customer's name, address, telephone number and especially the consultant's telephone number.

For wholesale of drugs and pharmaceutical ingredients to other pharmaceutical businesses, the information printed on the packaging must include the certificate number of eligibility for pharmaceutical business and the date of issue of the wholesale business.
