What proposals did Ho Chi Minh City make in its report after 5 years of implementing the new general education program?

(NLĐO) - Over the past five years of implementing the 2018 General Education Program, Ho Chi Minh City has made numerous proposals and recommendations to the Government and relevant ministries and agencies.

According to the Ho Chi Minh City People's Committee, over the past five years of implementing the new general education program, educational institutions have fully and promptly implemented directives from all levels regarding the implementation of the new general education program in accordance with Resolution 88/2014 and Resolution 51/2017 of the National Assembly on reforming the general education curriculum and textbooks. Based on this, they have developed plans and issued decisions providing clear and specific guidance for implementation.

The Ho Chi Minh City Department of Education and Training has proactively reviewed the conditions and advised the City People's Committee to prepare and meet all the necessary conditions regarding personnel, facilities, and funding for the implementation of the new curriculum and textbooks.

The People's Committees of all three provinces and cities before the merger directed the establishment of Steering Committees for curriculum and textbook reform; directed the Departments of Education and Training to issue plans and official documents guiding the District Departments of Education and Training and general education institutions in the area to prepare facilities and core teaching staff to participate in training courses organized by the Ministry of Education and Training; organized inspections, evaluations, and summaries of the effectiveness of training and professional development, drawing lessons learned and adjusting plans accordingly...

However, according to the Ho Chi Minh City People's Committee, there are still some difficulties regarding the conditions for implementing reforms in general education. Specifically, some primary schools are currently facing difficulties due to a shortage of teachers for English, computer science, music , art, and physical education. This leads to some educational institutions lacking teachers for these subjects to participate in the textbook selection process.

The localized surplus or shortage in some of the aforementioned subjects is due to the new general education curriculum adding several subjects and increasing the number of computer science and foreign language teaching hours at the primary school level, thus requiring more teachers.

Specific policy mechanisms are needed for implementing a two-session-per-day teaching schedule for junior and senior high school students following the general education program.

In the 2024-2025 school year, high schools still lack art teachers (music and fine arts) for students to choose subjects as required by the new curriculum. The number of teachers in these two subjects at the lower secondary level with a university degree or higher is still insufficient to fill teaching positions in general education institutions under the city's jurisdiction, making it difficult to deploy this workforce to teach at the high school level. Training at higher education institutions for music and fine arts pedagogy (a 4-year university degree program) has not kept pace with the annual recruitment needs of the education sector.

To address this situation, Ho Chi Minh City stated that all units have proactively developed solutions tailored to each target group; directed units to review and assess the current situation, determine the need for teachers in each subject, class, and grade level; and proactively developed plans to arrange and supplement the teaching staff (visiting lecturers), especially for compulsory subjects such as computer science, technology, and foreign languages, and for teaching in two sessions per day.

Along with reporting on the implementation results, the city also submitted proposals and recommendations to the Government and relevant ministries and agencies.

Specifically, for the Government: There should be specific regulations on the decentralization of management, inspection, and supervision of schools belonging to higher education institutions. Attention should be paid to the retirement age of teachers, taking into account the unique nature of the work in the education sector, to ensure it is appropriate.

For ministries and ministerial-level agencies: Report to the National Assembly and the Government for consideration and amendment of regulations on policies to encourage social mobilization, aligning them with the laws on the management and use of public assets and land laws, as a basis for local authorities to implement.
