According to the People's Committee of Ho Chi Minh City, after 5 years of implementing the new general education program, educational institutions have fully and promptly implemented directive documents from all levels on the implementation of the new general education program according to Resolution 88/2014 and Resolution 51/2017 of the National Assembly on innovation of general education textbooks. From there, plans were developed to issue specific and clear implementation guidance decisions.
The City Department of Education and Training has proactively reviewed the conditions to advise the City People's Committee to prepare and meet all the conditions regarding staff, facilities, and funding to implement the new program and textbooks.
The People's Committees of all three provinces and cities before the merger directed the establishment of a Steering Committee for curriculum and textbook innovation; directed the Department of Education and Training to issue plans and official dispatches to guide the Departments of Education and Training and general education institutions in the area to prepare facilities and core teachers to participate in training sessions organized by the Ministry of Education and Training; organized inspections, evaluated and summarized the effectiveness of training and fostering work, learned from experience and adjusted plans accordingly...
However, according to the City People's Committee, there are still some difficulties in ensuring the implementation of general education reform. Specifically, currently, some primary schools are facing difficulties due to the lack of teachers for English, IT, music , fine arts, and physical education. This leads to some educational institutions not having teachers of the above subjects to participate in textbook selection.
The local surplus and shortage in some of the above subjects is due to the new general education program adding some subjects, increasing the number of computer and foreign language teaching hours at primary level, so more teachers are needed.

There needs to be a specific policy mechanism for teaching 2 sessions/day for middle and high school students studying the general education program.
In the 2024-2025 school year, high schools still lack art teachers (music, fine arts) for students to choose subjects according to the regulations in the new program. The number of teachers of the above two subjects at the secondary level with university degrees or higher is still not enough to arrange teaching at the city's general education institutions, so it is very difficult to mobilize this team to teach at the high school level. Training at universities for music and fine arts pedagogy (training time at the university level is 4 years) is not enough to meet the teacher supply for the annual recruitment of civil servants of the education and training sector.
To solve the above situation, Ho Chi Minh City said that all units have proactively developed appropriate solutions for each subject; directed units to organize reviews, evaluate the current situation, determine the need for teachers in each subject, class, and level; proactively develop plans to arrange and supplement staff (visiting teachers), especially for compulsory subjects such as information technology, foreign languages, etc. and teaching 2 sessions/day.
Along with the implementation results report, the City also made proposals and recommendations to the Government and relevant ministries and branches.
Specifically, for the Government: There are specific regulations in the decentralization of management, inspection and examination of schools belonging to higher education institutions. Pay attention to the retirement age of teachers in accordance with the specific nature of the work of the education sector.
For ministries and ministerial-level agencies: Report to the National Assembly and the Government to consider amending and unifying regulations on policies to encourage socialization with legal regulations on management and use of public assets and land law as a basis for local implementation.
