Ensuring teacher staffing for teaching and learning

Accordingly, the preparation and organization of the High School Graduation Exam this year takes place in the context of the arrangement of local governments at two levels; more than 22 million children and students are preparing to end the school year and are about to have summer vacation. All levels, sectors and localities focus on implementing the Party and State'seducational and training policies and guidelines and have achieved many positive results; however, there are still limitations and shortcomings. There is still a local surplus and shortage of teachers in some localities, with about 60,000 assigned positions not yet recruited while there is still a shortage of more than 120,000 teachers at all levels of public preschool and general education; there are still situations of unsafety, accidents and drowning for children and students.

To ensure that the 2025 High School Graduation Exam takes place safely, seriously, concisely and effectively, the Prime Minister requested that the Chairmen of the People's Committees of provinces and cities take full responsibility for the exam, and absolutely not let the arrangement of the apparatus affect the organization.

Regarding ensuring the staffing and team of preschool and general education teachers, the Prime Minister directed the Ministry of Education and Training to coordinate with the Ministry of Home Affairs to review, urge and inspect the recruitment of teachers in localities, ensuring that all assigned staffing levels are recruited; review and propose to competent authorities to supplement the missing teacher staffing levels compared to the prescribed norms.

At the same time, the Ministry needs to research and have appropriate and effective solutions to overcome the shortage of teachers, ensuring 2 teaching sessions/day; not let the arrangement and organization of the apparatus lead to a shortage of teachers, affecting students' learning.

Regarding the 2025 summer vacation for children and students, the Prime Minister directed the Ministry of Education and Training to guide localities and educational institutions to implement management and education measures; strictly manage and prevent accidents, injuries, and drowning for children.

Localities need to mobilize and encourage artists, artisans, athletes, and experts to organize cultural, artistic, and sports activities, develop talents; build an environment for learning and using foreign languages ​​in the community, healthy recreational and entertainment activities, attract students to participate, contribute to educating ethics, lifestyle, behavioral culture, life skills and improve the effectiveness of comprehensive education...
