On October 19, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with relevant ministries, branches and units on the situation of ensuring electricity supply from now until the end of the year, 2025 and the following years.
Power supply scenarios in 2025
According to the Prime Minister, to ensure economic growth of about 7%, electricity growth must be at 10%. With the spirit of not being able to lack electricity, it is necessary to prepare early and from afar, creating trust for investors, people and businesses.
According to Vietnam Electricity (EVN), by 2024, the electricity demand for economic development and people's lives will be basically met. The group is currently preparing to supply electricity by 2025, especially coal, gas, and LNG fuels.
It is expected that EVN will propose a power supply scenario including a base scenario, if the load demand is about 339.17 billion kWh, an increase of 9.4% compared to 2024; a test scenario if the economy continues to recover strongly, the load will increase to 350.97 billion kWh, an increase of 13.2% compared to 2024.
With proactive solutions, EVN assesses that by 2025, electricity supply will basically be met. However, there are still some potential risks in the Northern region during peak times at the end of the dry season.

Assessing that 2024 will basically meet electricity demand when no new sources are put into operation, the Prime Minister said that the operation has improved. However, in 2025, electricity demand will increase by about 12-13%, requiring an additional increase of about 2,200-2,500 MW of capacity.
The Prime Minister said that this is not a big problem and requested that there must be no power shortage until 2025 with specific solutions. In particular, first of all, specific solutions such as a direct electricity purchase and sale mechanism must be implemented.
Speeding up the progress of power transmission lines from Laos and China
According to the Prime Minister, today (October 19) a decree on mechanisms and policies to encourage self-produced and self-consumed rooftop solar power must be issued.
Ensure sufficient fuel (coal, gas) for electricity production according to system demand; including promoting domestic coal exploitation with a long-term plan, while studying coal import from Laos, reducing import from other sources.
Along with measures to import electricity from Laos and China, it is necessary to speed up the progress of power transmission lines from Laos and China for early completion. Of which, the 500kV Lao Cai – Vinh Yen line must be completed within 6 months, and the 220kV Nam Sum – Nong Cong line must be completed in 2024.
The Ministry of Industry and Trade urgently continues to complete the draft Electricity Law (amended) to submit to the National Assembly at the 8th session and amend related circulars. The amendment of the law is aimed at both strict management and creating space for development, innovation, promoting decentralization, eliminating requests and reducing procedures.
To ensure power supply in 2026-2030 with a growth rate of 12-15%, it is necessary to develop scenarios to avoid power shortage at any cost.
It is necessary to diversify power sources, gradually switch from coal power to clean power, renewable power, and resolve problems with renewable power. Harmoniously regulate hydropower to ensure power generation for the peak dry season in May and June, while ensuring irrigation.
For gas and LNG power sources, the Prime Minister suggested calculating appropriate electricity prices according to the market mechanism and the specific situation of the country, harmonizing the interests of all parties. The Prime Minister affirmed the determination and determination to switch from coal power to clean power, contributing to the fight against climate change, actively transforming green, digitally transforming, and developing clean power sources.
Ensuring affordable electricity prices for people
Basically agreeing with the recommendations of EVN, PVN..., the Prime Minister believes that with all solutions, organizational innovation, and working methods of relevant entities, in the 2026-2030 period, we can ensure adequate electricity supply.
In particular, it is important to ensure 5 factors (source, grid, distribution, electricity use, electricity price) to ensure both growth targets, green growth, and suitable electricity prices for people in the current economic context.
