Ensure funding for implementing the regime when arranging and perfecting the organizational apparatus.

According to the Ministry of Finance , the Ministry has issued Circular No. 07/2025/TT-BTC guiding the determination of funding sources and the preparation of estimates, management, use and settlement of funding for implementing policies prescribed in Decree No. 178/2024/ND-CP of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.

This is a task arising in 2025, so according to regulations, the allocation of additional resources to implement the policy is under the authority of the National Assembly . The Ministry of Finance has reported to the Government, reported to the National Assembly Standing Committee and submitted to the National Assembly (9th session) the supplementary state budget estimate for 2025 to implement the policy. After the National Assembly decides, based on the proposals of ministries, branches and localities, the Government will immediately allocate funding for implementation.

While waiting for competent authorities to supplement funding, agencies and units proactively use assigned budget sources to promptly pay benefits and policies to beneficiaries according to regulations.

The Ministry of Finance has issued a document urging ministries, branches and localities to urgently prepare estimates and report on funding needs to synthesize and submit to competent authorities for additional funding. At the same time, the Ministry of Finance proactively balances and arranges to ensure sufficient state budget resources to implement the above regimes and policies.
