Ensuring equal access to education and improving people's knowledge

On August 22, the Politburo issued Resolution No. 71-NQ/TW on breakthroughs in education and training development.

This is a major decision of the Party to remove difficulties and limitations, strongly innovate institutions, create special and outstanding mechanisms and policies for the education sector, especially in particularly difficult areas, borders, islands, and ethnic minority areas.

In the spirit of quickly shifting the status from "promulgating policies" to "executing administration", Party committees and organizations from the Central to the grassroots levels are seriously implementing Resolution No. 71-NQ/TW, in which focusing on investing in educational infrastructure for mountainous, border and island areas is the top priority task.

Accordingly, Party committees and authorities at all levels in border localities are urgently building a network of boarding schools in ethnic minority, disadvantaged and border areas, aiming to complete the goal of building and renovating 100 schools in time to put them into use from the 2026-2027 school year.

Da Nang City is one of the localities with the largest educational scale in the country with nearly 1,200 schools and nearly 671 thousand students at all levels; of which, there are nearly 500 schools that meet national standards, with spacious and modern facilities, meeting the needs of teaching and learning. However, the quality of education and training between the central wards and border communes of the city is still large.

From this reality, the Da Nang City Party Committee determined that investing in, completing and putting into use 6 boarding schools in 6 border communes in the area will contribute to concretizing the Party's policy on developing education in remote areas, ethnic minority areas; at the same time, providing experience and practical lessons in implementing and mobilizing resources, as a basis for expanding this model in the coming time.

Therefore, the Standing Committee of the City Party Committee requested the leaders of the 6 communes to proactively propose specific plans, closely following actual conditions, ensuring that newly built schools must integrate the function of storm shelters and serve as evacuation sites for people in case of natural disasters such as landslides and flash floods.

The departments, branches and authorities of 6 communes of Hung Son, Tay Giang, La Dee, Dac Pring, La Ee, A Vuong have closely coordinated, especially in the work of advising the City Party Committee and the City People's Committee. From there, Da Nang is completing the process of investing in schools of reasonable scale, avoiding waste, meeting the needs of teaching and learning in addition to proposing compensation plans, site clearance, and environmental impact assessment in accordance with legal regulations and local conditions.

Implementing the policy of the Politburo , Son La province has proposed to build and renovate 13 schools with a total investment of nearly 1,900 billion VND. The Provincial Party Committee and the Provincial People's Committee established a working group to directly survey and evaluate the locations and positions of planned school construction in border communes. Under the close leadership and direction of the Provincial Party Committee Standing Committee, the investment in building inter-level primary and secondary boarding schools in border communes is being carried out synchronously with the planning of human resource allocation plans in accordance with the development orientation of boarding schools.

According to the plan, the province will arrange more than 1,000 teachers and staff for 13 schools, with requirements of good professional qualifications and good command of ethnic minority languages. Departments and branches are coordinating to build a budget plan, allowance regime and living conditions for teachers working in particularly difficult areas.

Speaking at the ceremony to celebrate the 80th anniversary of the education sector's tradition and the opening of the new school year 2025-2026, General Secretary To Lam emphasized that the cause of education and training innovation in the next period must ensure equal access, improve the intellectual level of the people; not leave any child behind; give priority to remote, border, island and disadvantaged areas.

The concretization of the Politburo's policies and the General Secretary's guiding viewpoints into practical action programs is of great significance, contributing to improving the quality of education and ensuring equal learning opportunities for all people.
