The program for developing transport infrastructure for the period 2021 - 2025 issued by Bao Lac District Party Committee is one of three key programs to implement the Resolution of the 20th District Party Congress, term 2021 - 2025, setting the general goal of gradually building a synchronous and quality transport system, meeting the needs of transporting goods and traveling of the people; as a basis for adjusting and supplementing the transport network planning, prioritizing capital sources to invest in the construction of transport infrastructure works according to the planning. At the beginning of 2024, the district's transport system has more than 1,409 km of roads, 46.6% of which have been asphalted. Including 2 national highways 4A and 34, 96 km long, 100% asphalted, 5 provincial roads, 166 km long, 88% asphalted, 13 district roads, 162 km long, 47.2% asphalted/concrete, 214 commune roads, 612 km long, 23.2% concreted and about 372 km of village roads, 52.6% concreted.

Unfavorable natural geographical conditions, fragmented terrain, roads having to go through many deep ravines, high hills, steep slopes, limited state investment capital, mobilizing resources from organizations and individuals still have many difficulties. The project investment rate is large, the investment capital for program implementation is mainly allocated from the provincial budget and the central budget. In particular, due to the impact of heavy rains lasting from April to August 2024, especially the impact of storm No. 3 in the area, the district's traffic system was severely damaged, with 200 roads affected, causing damage of about 200 billion VND. The whole district was isolated, traffic jammed from September 9 to 12, 2024, with over 6,500 landslides, of which 6,300 landslides on the positive slope with over 1 million ^m3 of soil and rock; 200 negative slope landslides with about 4,700 meters long need stone gabion embankments; 5 spillways cannot circulate due to high, fast-flowing floodwaters; road surface is peeled off, damaged over 500,000 ^m2 , longitudinal ditches are damaged over 13,000 meters long, Vang Linh spillway is broken and washed away, 4 spillways, 4 residential bridges and over 20 drainage culverts need to be repaired...

Implementing the District Transport Infrastructure Development Program for the period 2021 - 2025, the Steering Committee advises the District People's Committee to issue documents to direct and organize implementation; at the same time, direct the review and supplementation of the transport development plan, select key, vital and connecting transport works to concentrate resources on concreting and asphalting roads to serve socio -economic development, ensuring national defense and security of the district. Based on the capital allocated by the Provincial People's Committee, the District People's Committee allocates to agencies, communes and towns for implementation through plans and decisions on assigning capital plan targets. In 2024, the district will allocate over 139 billion VND to implement 66 transport projects. Regularly direct, inspect and guide units to organize implementation according to the allocated capital and the local mobilization capacity.

Bao Lac district invested 18 billion VND to build Na Xiem bridge, Bao Toan commune.

In 2024, the district will coordinate to renovate and upgrade National Highway 34 through Hung Dao and Hong Tri communes and Bao Lac town to meet the standards of a class V road. Continue to coordinate to complete the handling of traffic safety risks on National Highway 4A through Khau Coc Cha Pass. Organize a review to include routes in the General Planning Project of communes on traffic development in accordance with the overall socio-economic development plan of the district and the province for the period 2020 - 2030, with a vision to 2050. Continue to propose to the Provincial People's Committee to request the policy of allocating capital to renovate and upgrade Provincial Road 215 to create a connecting axis between the western districts with the provincial center and the lowland provinces, associated with the province's tourism development program.

Directing agencies, commune and town People's Committees to develop plans for rural transport infrastructure development in the area, organizing a review of routes to include in the 2026 - 2030 medium-term plan to organize management and investment in construction in order of priority. Urge agencies, units, commune and town People's Committees to organize the implementation of investment procedures for routes using capital sources. Has renovated and upgraded 3.1/26 km of 7 district routes from graded road surface to concrete road surface meeting the standards of type B rural roads. Mobilizing capital sources to open new and renovate, repair and upgrade 50 commune roads.

Vice Chairman of Bao Lac District People's Committee Hoang Van Cuong commented: The implementation of the District Transport Infrastructure Development Program for the period 2021 - 2025 has significantly contributed to the completion of local socio-economic development targets. However, the district's transport infrastructure is still facing many difficulties, the roads to the centers of Son Lo and Thuong Ha communes have not been paved, and some asphalt roads that were invested in a long time ago do not have capital for major repairs. The district recommends that the province continue to pay attention to arranging investment capital sources to renovate, repair and upgrade 2 national highways and 3 provincial roads passing through the district. Continue to consider and supplement funding for the district to organize storm and flood recovery, ensuring traffic on damaged roads because the district is currently unable to arrange funding for repair and restoration. Annually consider and arrange funding to organize periodic repairs for provincial roads; Consider increasing funding to support cement purchases for people to build concrete alleyways.
