According to the National Center for Hydro-Meteorological Forecasting, on the night of September 7, after moving deep into the Northern Delta region, storm No. 3 weakened into a tropical depression. The meteorological agency warned that the tropical depression could cause heavy to very heavy rain in the Northern provinces and Thanh Hoa .

Therefore, along with overcoming the consequences of storm No. 3, localities need to proactively prevent flash floods and landslides.

Support people to stabilize their lives

Sectors and localities are mobilizing local forces to urgently overcome the consequences, count the damage, and support people to stabilize their daily lives. The Ministry of Industry and Trade directs electricity companies to assess the damage, promptly restore the power grid, and coordinate power supply to important enterprises, industrial zones, and production clusters.

The Ministry of National Defense and the Ministry of Information and Communications directed telecommunications enterprises to restore the communication system as soon as possible. The Ministry of Industry and Trade and the Ministry of Natural Resources and Environment directed the operation of reservoirs to prevent floods from overlapping floods. Telecommunications infrastructure in Hai Phong and Quang Ninh was affected by storm No. 3, causing many areas to be unable to ensure communication.

Viettel and Mobifone have coordinated to deploy a free mobile roaming service. Accordingly, subscribers of other mobile networks can automatically connect to make calls and send SMS messages on Viettel's infrastructure in areas where the mobile network is interrupted and vice versa.

MobiFone and VinaPhone also support customers to use the same network of other carriers. The roaming process between carriers is done automatically, without any action from customers and is maintained until the carriers completely restore the network.

The One Member Limited Liability Power Company in the localities continues to fix power problems, prioritizing power supply to drainage pumping stations to carry out drainage pumping for flooded areas.

Irrigation companies urgently pumped water to drain flooded areas. The Department of Transport coordinated with districts, towns and cities to continue to clear obstacles and collect fallen trees to ensure traffic flow and safety on the roads.

The Department of Information and Communications directed to fix the problems to ensure the smooth communication system. In the face of the situation of storm No. 3 with very strong intensity, high level of natural disaster risk, complicated developments that are directly affecting the mainland of the Northeast and North Central regions of our country, the entire political system has taken drastic action, especially the General Secretary and President has paid great attention to directing.

The Prime Minister has consecutively issued 3 Official Dispatches directing ministries, departments and local branches to deploy storm response, requesting Ministers, Heads of ministerial-level agencies and Government agencies to directly direct storm prevention and control and overcome the consequences of storm No. 3 and floods caused by storm circulation.

The Prime Minister established a forward command post in Hai Phong, with Deputy Prime Minister Tran Hong Ha directly directing storm prevention and control work.

A number of Ministers and Deputy Ministers were sent to localities, especially coastal provinces and cities, to direct and urge storm prevention and control; the Ministry of National Defense and the Ministry of Public Security mobilized forces to be on duty and help people prevent and control storms.

The Minister of Agriculture and Rural Development issued two telegrams and early directives on September 2 when the storm was still in the eastern Philippines; held an online meeting with ministries, sectors and 11 coastal provinces and cities.

Before the storm made landfall, two working groups led by the Deputy Prime Minister and the Minister of Agriculture and Rural Development inspected and directed four coastal provinces from Quang Ninh to Thai Binh.

According to their functions and tasks, local ministries and branches have issued dispatches; organized inspection and direction delegations at the grassroots and key locations. The army mobilized nearly 500,000 officers and soldiers and more than 10,100 vehicles of all kinds to respond to storm No. 3.

The Military Regions and the Hanoi Capital Command have supported people in reinforcing their houses and evacuating from dangerous areas.

The Hanoi Capital Command closely coordinated to handle storm incidents in 30 districts, towns and cities.

On the afternoon of September 6 and September 7, the capital's armed forces closely coordinated with localities in handling incidents caused by storm No. 3 in 30 districts, towns, and cities, taking victims to emergency care, clearing waterways, cutting trees, and pruning branches.

The Ministry of Public Security is ready with forces, means and materials to support when requested; coordinate with all levels and sectors to urgently evacuate and relocate people, vehicles and assets from dangerous areas to safe places, especially areas at risk of being affected by storms, floods, and high risk of deep flooding, landslides and flash floods; promptly organize rescue and support people to overcome the consequences caused by storms and floods; proactively prepare plans, equipment and specialized vehicles to promptly serve the work of preventing and fighting natural disasters, searching and rescuing and overcoming the consequences of natural disasters.

The Ministry of Health requests the Departments of Health of provinces and cities in the Northern and Central regions; units under and affiliated to the Ministry of Health in the Northern and Central regions to closely monitor the storm's developments.

Along with that, units organize professional and emergency duty 24/7; be ready to receive and provide emergency care for victims caused by rain and floods; do not interrupt emergency care and treatment for people; ensure adequate supply of essential medicines for people, promptly replenish reserves of medicines, chemicals, and supplies for disaster prevention and search and rescue.

9 people died and 187 people were injured

According to the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Rural Development), initial statistics as of 7:00 a.m. on September 8 showed that 9 people died (4 in Hoa Binh, 3 in Quang Ninh, 1 in Hai Phong, 1 in Hai Duong) and 187 people were injured due to storm No. 3; 25 small cement and wooden ships sank at their anchorage in Quang Ninh.

The provinces of Quang Ninh, Hai Phong, Thai Binh, Hai Duong, and Hanoi suffered widespread power and communication outages. Due to the long duration of the storm and the sustained intensity of the storm, very strong gusts of wind damaged 3,279 houses; 401 electric poles were broken; many shops, offices, and schools had their roofs blown off or were damaged; many advertising signs and telecommunication poles were broken; urban trees were uprooted and broken along the roads in the provinces and cities of Quang Ninh, Hai Phong, Hai Duong, and Hanoi.

Agricultural production in many localities was also damaged with 121,500 hectares of rice and crops flooded and damaged; over 1,000 aquaculture cages were damaged and swept away (mainly in Quang Ninh).

Continue to respond to tropical depression

The storm has now weakened into a tropical depression and is gradually dissipating over the Northwestern region. However, its circulation will continue to cause heavy rain until September 9 in the Northern provinces, especially the Northwestern region, with rainfall ranging from 100-200mm, and locally up to 350mm.

Therefore, for the delta and coastal areas, we continue to strictly maintain the ban on going to sea; we are determined not to let people return to fishing boats, cages, rafts, and watchtowers until safety is ensured.

Localities deploy all measures to search, rescue and salvage ships that have broken anchor and drifted and people who are still missing at sea; organize visits, encourage and implement policies for families with people who died or were injured; focus resources on overcoming the consequences caused by the storm; ensure the supply and support of enough food, clean water, absolutely do not let people go hungry or cold; mobilize forces to support people in repairing houses, cleaning the environment, and preventing epidemics.

Localities prioritize resources to support the repair of schools and hospitals; support, clean and sanitize schools and classrooms to bring students back to class; clean and treat the environment to ensure prevention of disease outbreaks after the storm.

For the northern mountainous region, deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively evacuate people to safety.

Localities organize forces to guard and control traffic at culverts, spillways, deeply flooded areas, and areas at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured; arrange forces, prepare materials and means to overcome traffic incidents; Check and prepare plans to ensure safety of reservoirs and downstream areas, especially small hydroelectric reservoirs, important reservoirs, and those that are full of water; arrange standing forces to be ready to operate, regulate and handle situations.

In addition, strengthen information and communication work so that people can proactively grasp, proactively prevent and minimize damage; maintain forces and means for rescue when required./.
