Arrest of subject for loan sharking

The Criminal Police Department - Provincial Police has just arrested Dinh Duc Trong (born in 1990, residing in Minh Quang commune, Ba Vi district, Hanoi) to investigate and handle the act of usury.

According to the initial investigation, before July 2023, Trong moved from Hanoi to Ho Chi Minh City to do business but his job was unstable. During this time, Trong heard from friends that in Dak Lak province, lending money in the form of installment payments was promising, so he had the idea to do it.

In mid-July 2023, Trong moved from Ho Chi Minh City to Buon Ma Thuot City to rent a place to operate. Here, Trong printed 2,000 cards with the content "Daily installment loans" with a phone number and distributed them to people in Buon Ma Thuot City. They mainly focused on crowded market areas and small businesses. When someone called to ask to borrow money, Trong would go to the house to check the relevant documents and then complete the loan procedures. Every day, Trong would go to the house of the borrower from the previous day to collect the principal and interest or the borrower could transfer it to Trong's account.

Initially, the investigation agency determined that from July 2023 to present, Trong has lent more than 20 people in Dak Lak over 270 million VND, with interest rates ranging from 282.5%/year to 365%/year, illegally profiting over 60 million VND.
