Bac Lieu Provincial Police also prosecuted and banned Tran Quang Thuan (43 years old, residing in Bac Lieu City) and Bui Thieu Do Le (45 years old, former Deputy Director of Lam Vinh Auto Mechanics Company Limited in Can Tho City) from leaving their place of residence .

Thuan is being investigated for bribery, and Le for falsifying organizational documents.

According to initial investigation, during his work, Nghe colluded with Thuan and Le to create vehicle modification documents and issue fake motor vehicle design appraisal certificates for personal gain.
