2-way locked, what should subscribers do to unlock?

According to regulations, from today (April 15), subscribers who have not standardized their information with the national population database will have their numbers locked in both directions. If they do not standardize their information, their numbers will be revoked by May 15.
As of the end of April 14, Vinaphone network had about 400,000 subscribers whose information had not been standardized. From April 15, Vinaphone network implemented two-way blocking of subscriber information.
Standardize subscriber information.
After the two-way lock, customers will not be able to standardize subscriber information themselves via the My VNPT website/app but must go to the network operator's transaction points. To receive support for unlocking subscribers and verifying information, customers need to bring identification documents such as citizen identification cards (CCCD), passports, etc. when making transactions. VinaPhone representatives said that VinaPhone transaction points will increase operations and support customers until 9:00 p.m. on May 15. Customers who have not standardized subscriber information should go to the transaction points soon to supplement and update before the two-way lock on April 15 according to regulations. MobiFone representatives said that this network will implement two-way locking for subscribers who have not standardized information according to regulations. When two-way locked, MobiFone customers cannot standardize online, but must go to the network operator's transaction points to unlock and standardize subscriber information. According to the representative of the Telecommunications Department, the standardization of subscriber information not only serves the state management and telecommunications services but also ensures the rights of mobile subscribers. At the same time, it contributes to significantly reducing the situation of spam calls and scam calls that have been a problem in recent times. Network operators warn that in reality, there are cases of using non-owner SIM cards. When the SIM card is lost, it is impossible to report the subscription lock or restore it, and it can even be used by others for bad purposes. Using non-owner subscriber numbers can affect the use of public administrative services, especially services that require accurate information on the declared phone number and have notifications and confirmations via mobile phone numbers.
According to this representative, as of April 14, there were still about 1.19 million subscribers who had not standardized their information. Previously, on March 31, 1.67 million subscribers had been locked in one direction due to unstandardized information. The Ministry of Information and Communications has identified 2023 as the year to thoroughly handle junk SIMs. The Ministry has completed step one, which is that all subscribers must have sufficient information. The Ministry is currently doing step two, which is that the information must be correct and authenticated with the National Population Database. After completing this step, the final step is to verify the owner of the SIM, which means registering the correct person. “This step must be completed before the act of using junk SIM cards to commit fraud can be fundamentally resolved. The work will be hard but must be done to protect the people. However, telecommunications businesses will also benefit because the main subscriber numbers will be used to identify many electronic transactions, creating many new opportunities for development,” Minister of Information and Communications Nguyen Manh Hung stated at a recent meeting of the Ministry.
