(Dan Tri) - Hanoi Secretary requested to evaluate cadres once a quarter. For positions that are not guaranteed or cannot handle the job, the city will review the cadre work.

Speaking at the conclusion of the second meeting of the Hanoi Party Committee on the afternoon of November 12, Secretary of the City Party Committee Nguyen Duy Ngoc requested all levels and sectors of the city to focus on implementing a number of key and urgent tasks.

Whatever can be solved must be done immediately.

One is to promote socio- economic development, focus on disbursing public investment, attract private investment, ensure the capital's economic growth of over 8% in 2025, creating a foundation for double-digit growth in the 2026-2030 period.

According to Mr. Ngoc, although it is among the highest in the country, Hanoi has only disbursed more than 55% of the planned public investment capital, with about 60,000 billion VND still to be disbursed. Without breakthrough solutions to promote site clearance and land price determination, it will be very difficult to achieve the plan.

From the spirit of solving issues such as decentralization and delegation of power recently, the Hanoi Secretary proposed to focus on resolutely implementing tasks, whatever can be solved must be done immediately to complete the work targets of 2025...

Second, immediately strengthen the steering committees and working groups associated with a roadmap for implementation, such as resolving institutional "bottlenecks", which must be consistent with the Politburo 's proposal to amend Resolution No. 15-NQ/TW of the Politburo for the capital and propose synchronization between the promulgated laws and the 2024 Law on the Capital, as well as the documents guiding implementation.

According to Mr. Ngoc, even in the Capital Law, after review, it is found that there are still shortcomings compared to the Resolution of the Politburo on private economic development, this is also an issue that needs to be overcome.

Along with that, regarding Resolution 71 and Resolution 72 of the Politburo on breakthroughs in people's health care and education and training, Mr. Ngoc emphasized that the city must also consider having enough forces to participate in the administration and development of the capital in the coming years.

This is aimed at achieving the country's goals by 2045, in which Hanoi is one of the locomotives required to make stronger breakthroughs, according to Mr. Ngoc.

The head of the Hanoi Party Committee believes that it is necessary to focus on investing in developing young human resources who are worthy, strong in both mind and health, to keep up with the requirements of building and developing the capital and the country.

The general spirit is to be very urgent, proactive, and focus on immediately implementing the resolutions, programs, and conclusions of the Central Committee, while clarifying the requirements, tasks, progress, time standards, and work content, ensuring that by 2025, "bottlenecks" must be immediately removed, as required by the Hanoi Secretary.

Thirdly, regarding issues such as traffic jams, flooding, environmental sanitation, urban order, and food safety, the Hanoi Secretary emphasized that the city has pointed out bottlenecks, identified the causes, and in the long term, there will be a project to fundamentally solve each problem.

Mr. Ngoc requested that standing agencies such as the Department of Health, Department of Construction, Department of Agriculture and Environment, and City Police must quickly and as soon as possible complete the development of a project (or plan) to report to the Standing Committee of the City Party Committee.

The Hanoi Secretary requested that these projects must ensure quick overcoming of limitations and best resolution of the above issues.

The Hanoi Party Secretary assigned the City Party Committee's Organization Committee and the City Party Committee's Inspection Committee to grasp the situation, strengthen supervision and evaluation of Party committees, cadres and Party organizations according to the management decentralization of the City Party Committee and the Central Committee's guidance, and lead and direct the implementation of key work contents.

Mr. Ngoc assigned the City Party Committee's Organizing Committee as the Standing body to coordinate and evaluate cadres according to their authority, once a quarter. If the quality of assigned cadre work is not guaranteed or not performed within two or more quarters and the following quarters, the city will review the cadre work.

"In addition to the common efforts of the whole city, there must be efforts of each individual. We cannot let an individual affect the organization, or an organization affect the whole city. We must be very clear about that," Mr. Ngoc stated.

With the motto "Hanoi does what it says, does it quickly, does it correctly, does it effectively, does it to the end", Mr. Ngoc requested each member of the City Party Committee, head of agencies and units to uphold the sense of responsibility, compare assigned tasks, guide, inspect, propose promptly, handle problems of the grassroots, not to let it become administrative, hold many meetings without effective action.
