"Popular digital education" spreads in Lai Chau border area

Through initiatives such as “Anonymous Email Box”, coordinating digital skills training and implementing the “Digital Education for All” movement, Lai Chau Border Guard is promoting digital transformation in villages and hamlets, helping officers, soldiers and people in border areas access and apply technology in their lives.

In order to strongly spread the campaign "Agencies and units in Lai Chau Provincial Border Guard and people in border areas compete to study and practice digital skills", thereby fully participating in the national digital transformation process and promoting the movement "Digital literacy for the masses", Lai Chau Border Guard force is pioneering in applying many practical solutions to support officers, soldiers and people in border areas to effectively apply digital technology in practice.

In Vang Ma Chai commune, Phong Tho district, people no longer have to go to the Border Guard Station to provide information or report crimes. Thanks to the “Anonymous Email Box” model, with just a smartphone and a QR code scan, people can access a secure website to report on security and order, crimes, or send requests for support. This is a breakthrough in administrative reform and the application of technology to national defense and security in remote, isolated, and border areas.

Mr. Cheo Sai Chin, a resident of Ta Phung village, Vang Ma Chai commune, shared: “I found it very convenient when the border guards instructed me how to use a smartphone to scan the code to report the situation. The “Anonymous Email Box” model is very practical, protects identity, and helps people feel secure in providing information without worrying about their identity being revealed or having to travel far.”

The “Anonymous Email Box” model was officially deployed by Vang Ma Chai Border Guard Station in February 2025. After a short time, the station received 32 reports from the people, including 14 high-value reports, helping the unit crack down on cases related to human trafficking and drugs, as well as prevent many other violations of the law.

Specifically, from information provided by the people, the Border Guard Station prosecuted a case, a subject organized to illegally send people abroad; coordinated with the Vang Ma Chai Commune Police to catch a subject red-handed in possession of heroin; seized five flintlock guns and many types of alcohol used to make fake wine that were illegally hidden.

Major Nguyen Duy Khanh, Deputy Political Commissar of Vang Ma Chai Border Guard Station, said that this is one of the effective initiatives in applying digital technology to implement the Project "Promoting the role of the People's Army in participating in the dissemination and education of law, mobilizing people to comply with the law at the grassroots level, period 2021-2027" of Lai Chau Provincial Border Guard.

In parallel with the “Anonymous Email Box” model, the Provincial Border Guard Command also coordinated with Viettel Lai Chau to deploy the “Digital Education for the People” movement, organizing training courses on digital technology skills for officers and soldiers. Through the guidance of Viettel experts and technicians, students are equipped with basic knowledge of digital platforms, skills in using AI tools such as ChatGPT, applying technology to draft documents and work plans quickly and effectively.

The goal is that all border guards, especially those who work directly at border posts, must be proficient in digital technology. After being trained, these officers will act as “digital teachers” to guide local people in using smartphones and useful software to serve their work, study and life.

From that orientation, many Border Guard Stations such as Ka Lan, Mu Ca… have successfully organized “Digital Literacy” classes for hundreds of cadres, civil servants, public employees and people in border communes. The movement is spreading more and more widely, contributing to creating positive changes in awareness and digital skills in the community.

Lieutenant Colonel Truong Minh Duc, Commander of Lai Chau Provincial Border Guard Command, said: For the Border Guard force, digital transformation not only brings technology into work, but also changes management thinking, coordination methods, methods of operating, organizing and monitoring the border. Promoting digital transformation throughout the force will help raise awareness and actions of Party committees, commanders at all levels, and officers and soldiers about the role and position of technology in protecting national border sovereignty.

Not only stopping at the internal force, digital transformation is truly becoming a catalyst to help connect the military and people; arouse the motivation to self-study and practice digital skills in the border community; open up opportunities to access scientific and technological achievements for all people, contributing to the sustainable development of the border area.
