Abolishing junior high school diploma, principals issue high school diplomas: Reducing pressure on extra teaching and learning

This regulation is suitable for two-level government, eliminating the district level means there are no more Departments of Education and Training. On the positive side, eliminating junior high school graduation certificates and assigning high school principals to issue graduation certificates has both immediate and long-term impacts. For example, the mindset of degrees or evaluating each other based on degrees is one of the backward habits, even views, of Vietnamese people, which will change.

Another important reason is that extra teaching and learning also reduces the pressure of having to worry about studying for exams and organizing exams to get a graduation certificate. Finally, it helps support localities in achieving the goal of universalizing lower secondary education more easily.

Another change in decentralization, delegation of authority, and expansion of autonomy is to assign the People's Committee of the province or city to decide on localeducational materials and allow them to be taught in schools. The content of local educational materials can only be deeply understood by local people about the history, geography, culture, and communications of their province or city. Those who are not local will not have a thorough understanding and long-term experience. Without decentralization, it is easy to lead to bureaucracy, causing trouble for the approval level, and little responsibility for the level of compilation and use of materials when teaching.

Abolishing the school council for public education levels such as preschool and general education means changing the mindset of "if you can't manage it, ban it". The private school system operates like a business, so there must be a school council to decide and run the school. Public schools are governed and regulated by the Education Law and sub-law documents.

Articles 111 and 112 of the draft revised Education Law on educational quality assessment have correctly stipulated that the state manages, so the quality assessment agency should be an independent organization and directly under the Ministry of Education and Training. This will help distinguish between state management and the implementation of specialized operational activities when carrying out educational quality assessment. If this is implemented, the Ministry of Education and Training can decentralize the national high school graduation exam to the local level.

In addition, the draft law needs to add the Department of Vocational Education, to have 4 departments at all levels, as in the national education system of Vietnam in Article 6 of the Education Law.
