As Thanh Nien reported, the Ministry of Education and Training has just announced a draft law amending and supplementing a number of articles of theEducation Law to solicit public opinion.

According to the draft, in the diploma system, the Ministry of Education and Training will remove the junior high school diploma and assign educational institutions to confirm the completion of the junior high school program. The Ministry of Education and Training believes that this is consistent with the policy of organizing two-level local governments (according to the current Education Law, junior high school diplomas are issued by the Department of Education), consistent with the goal of universalizing education and with international trends. Specifically, many developed countries do not issue junior high school diplomas but use the principal's confirmation of the learning results in the lower grades to consider studying at higher levels or to stream. According to the Ministry of Education and Training, confirming the completion of the junior high school program does not affect the rights and obligations of learners.

The draft law also transfers the authority to grant high school diplomas from the director of the Department of Education and Training to the school principal, in order to implement the policy of decentralization and delegation of power. The draft also decentralizes the management of preschool, primary and secondary education facilities to the chairman of the People's Committee at the commune level when implementing two-level local government, high schools or general schools with many levels under the management of the Department of Education and Training (except for schools under the authority of the Minister of Education and Training).

Specialized schools will have their own exams, while regular schools will consider admission and then test for class placement. This will reduce budget, reduce pressure, and create conditions for students to continue studying after 9th grade."

"Abolishing the junior high school diploma is appropriate. Reducing the pressure on degrees is a sustainable step towards building a society that values ​​substance over form. Students will have the opportunity to develop comprehensively instead of focusing only on obtaining degrees," said Linh Le, Director of the Department of Education and Training.

However, the Deputy Prime Minister Nguyen Hoa also expressed caution and hoped that "the Ministry of Education and Training would have thorough impact assessments, build a legal corridor and specific, strict regulations to ensure the quality of education, the rights of learners as well as maintain the value of diplomas when these proposals are approved and implemented".

Similarly, BD Dieu Han commented: "It is important that the Ministry of Education and Training needs to carefully study the consequences, establish a strict legal corridor and clear rules before the policy is applied."

"I support this proposal, and further towards students studying continuously from grade 1 to grade 12. It is important that increasing the difficulty and competitiveness of the university entrance exam is a key factor to ensure high-quality human resources for the country. It is urgent that we change the education model, from exam pressure to developing creative thinking, critical thinking, presentation skills and self-study spirit," said Ha Giang's Board of Directors.

Propose to abolish the national high school graduation exam and let the school confirm graduation to save budget and human resources of society.
