On the evening of May 24, Ho Chi Minh City National University held a launching ceremony for the Resolution No. 57-NQ/TW Program: From vision to implementation of the state-school-enterprise cooperation model. The program aims to effectively implement Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation, while linking with Resolution No. 68-NQ/TW on private economic development based on the "3-house" cooperation model.

Attending the program were Head of the Central Policy and Strategy Committee Tran Luu Quang, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen, and many local leaders.

" Scientists are the key factor"

Speaking at the ceremony, Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi said that this event is not only an opportunity to affirm political determination but also a vivid demonstration of the consensus and joint efforts between the state, schools and businesses - the three pillars in implementing Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation.

According to Mr. Nguyen Thanh Nghi, through many documents, the city has consistently affirmed the viewpoint of developing science, technology, innovation and digital transformation as the key driving force for rapid and sustainable development. The city also emphasized the need to promote combined strength, taking people and businesses as the center; Scientists as the key factor and the government playing a creative role.

"The implementation of the "3-house" cooperation model is a key and specific step to gradually realize the goals of Resolution 57. In which, the state plays the role of creating institutions, coordinating and removing difficulties and obstacles. Schools, typically Ho Chi Minh City National University, are responsible for training human resources, researching and transferring technology. Enterprises are the subjects applying and commercializing research results," said the Standing Deputy Secretary of the Ho Chi Minh City Party Committee.

In order for the "3-house" cooperation model to truly go into practical depth, the Standing Deputy Secretary of the Ho Chi Minh City Party Committee said that the city identified and proposed that the government play a leading role, formulate breakthrough policies, allocate priority resources, promptly complete mechanisms, remove barriers and obstacles, and create all favorable conditions in implementing science and technology development, innovation and digital transformation.

On the part of universities, research institutions and the scientific research community, continue to promote the proactive pioneering role, propose initiatives and solutions, and proactively develop effective models. Enterprises increase investment in scientific research, cooperate with training institutions to improve the quality of human resources, place research orders, and proactively put research results into practice.

Mr. Tran Luu Quang, Head of the Central Policy and Strategy Committee, also affirmed that the "three houses" cooperation under the spirit of Resolution No. 57-NQ/TW is the only way to bring Vietnam to a bright future.

To make Vietnam a high-income country

Also at the program, Associate Professor, Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, said: "To realize the vision to 2045, Vietnam needs close coordination from three pillars: the state, schools and businesses. In which, the state plays a role in creating, establishing institutional frameworks, leading investment, ensuring fairness and creating incentives to accept risks to promote innovation; Providing land, infrastructure and preferential tax and financial policies for research organizations and businesses; Supporting the establishment of innovation investment funds, technology incubators and co-working spaces; Playing a role in coordinating regional development strategies, ensuring synchronization between urban planning and science and technology orientation".

The role of schools, according to Associate Professor, Dr. Vu Hai Quan, includes universities and research institutes - centers for knowledge production, providing intellectual resources: lecturers, scientists, and graduate students; Conducting fundamental research, while developing applied solutions; Connecting students and research projects with businesses through open innovation, internship, and startup programs.

"Enterprises play a key role in commercializing research products, bringing innovation into practice and spreading value to the market; funding applied research, ordering topics from universities; providing experimental environments, data and platforms for deploying new technologies," Associate Professor Quan added.

"Tripartite cooperation must have common operating principles including: co-design, co-implementation, and co-sharing. When businesses, universities, and governments sit together, participate in solving big problems, and share risks, I believe that we will achieve the goal of making Vietnam a developed, high-income country by 2045," the Director of Ho Chi Minh City National University emphasized.
