Boldly cut administrative procedures in the "3-house" association

On May 24, Ho Chi Minh City National University organized the launching ceremony of the program "Resolution No. 57-NQ/TW: From vision to implementation of the state-school-enterprise cooperation model".

The program aims to effectively implement Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation, while linking with Resolution No. 68-NQ/TW on private economic development based on a 3-party linkage model: State, school and enterprise.

Mr. Tran Luu Quang, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee, spoke at the launch of the "3-house" linkage model.

Attending the program were Mr. Nguyen Van Nen - Member of the Politburo , Secretary of the Ho Chi Minh City Party Committee; Mr. Tran Luu Quang - Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee; Mr. Nguyen Thanh Nghi - Member of the Party Central Committee, Permanent Deputy Secretary of the Ho Chi Minh City Party Committee; and leaders of the provinces of Ba Ria - Vung Tau, Binh Duong, Long An, Dong Thap, Hau Giang, Ca Mau, Binh Thuan, ...

At the program launch, VNU-HCM signed a cooperation agreement with businesses. The parties agreed to implement a common cooperation framework including 6 priority areas: Developing high-quality human resources through training, internship, coaching and direct recruitment of students; promoting research and technology transfer, linking business needs with the academic and research capacity of VNU-HCM; applying digital transformation, developing digital platforms and technologies in business administration, production and service provision; innovation and start-up, developing an ecosystem to support students and businesses in product and service innovation; sustainable development and social responsibility, enhancing the role of businesses ineducational , environmental and community initiatives; developing policies and mechanisms for "3 houses" coordination to improve the effectiveness of implementing national development goals.

In addition to the general cooperation framework, the signatory enterprises also agreed to implement a number of specialized cooperation contents based on the needs and specific areas of expertise of the enterprises.

Speaking at the program launch, Mr. Tran Luu Quang, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee, acknowledged that the implementation process still faces many challenges: mechanisms are still stuck, localities are still hesitant, administrative procedures are complicated, and fear of making mistakes is still common. He called on leaders at all levels to be brave, flexible and bold in cutting administrative procedures in the "3-house" linkage to create a breakthrough.

For universities, he emphasized the need to innovate training programs, forecast human resource trends in the next 5-10 years to prepare from now. At the same time, he suggested that the team of scientists strengthen interdisciplinary connections, because "each person is good at something, they need to sit together to solve big problems". For businesses, he recognized the central role and suggested being more proactive in cooperation, both in investment, sharing resources, and training orientation.

Regarding the operating model, Mr. Tran Luu Quang proposed that there should be a flexible coordination mechanism - the party with the most problems should coordinate - instead of a rigid apparatus. Along with that is the establishment of a separate fund to support the implementation of effective, fast and timely models.

"We are committed to accompanying VNU-HCM and all of you on this journey," Mr. Tran Luu Quang emphasized.
